Why asphalt paving is needed in Ceres

Two freeway interchanges pour turning traffic onto a handful of Ceres lots. Highway 99 carries about 110,000 vehicles a day behind the Mitchell Road interchange and 107,000 behind Whitmore Avenue, and the centers built to catch that traffic take constant entry, exit and power-steering movement. Mitchell Ranch Center alone was proposed at 299,830 square feet on 26.4 acres, with a Walmart building of about 191,430 square feet, which is a parking field measured in acres rather than stalls.

Ceres sits on ground with almost nowhere for water to run. The city is alluvial soil on nearly flat land 80 to 100 feet above sea level, and across the 960-acre West Landing plan area the land falls only from 83 to 77 feet, about 0.15 percent, with surface water running into farm and roadside ditches. Caltrans' crack guidance describes cracks as the path surface water takes into the structure, weakening base and subgrade until the pavement breaks up.

Downtown drains through a system the City has already described as tired. Storm water from the Fourth Street blocks runs to two pump stations, one at El Camino and Whitmore and one southwest of Highway 99 through the Pine Street overcrossing, and the City records some connecting pipes as undersized, some dry wells working inefficiently and existing pipes rusting. Water that backs up onto a small rear service lot stands there, and a surface repaired without fixing that will fail in the same corner.

Most of the city's building stock is old enough for its pavement to be brittle. The City counts 26 percent of homes built between 1960 and 1979 and 39 percent between 1980 and 1999, and the neighbourhood retail, apartment courts and school lots that serve them date from the same decades. Caltrans' seal guidance explains the result: binder hardens as it ages, turns brittle and starts shedding aggregate under traffic.

Attached housing puts accessible stalls in shared parking rather than at a front door. Multifamily is 13 percent of the 13,313 units in Ceres, most of it in the condominium groups and apartments planned along the Mitchell Road corridor, where visitor and unassigned spaces carry the requirement. The ADA.gov restriping brief puts the accessible spaces inside any restripe; the ramps and walks from the stall to the door are concrete work.

Ceres fact

Under the City's 1995 Storm Drain Master Plan a 100-year storm is held inside the basin and the local streets, and basin pumps need about 24 hours to empty a 10-year storm. A lot beside a basin that full stays wet underneath for as long.

Asphalt paving, as delivered in Ceres

Ceres is 4 road miles from the Modesto base, south on Highway 99 to the Mitchell Road or Whitmore Avenue exit. One marked lot plan carries the job from the first survey to handover.

1
Request and site visit

The request arrives with the service and the city already set, and a site visit is arranged with the paving contractor assigned to it. The lot is walked with the owner, manager or board, noting entrances, delivery routes and trading hours. Site visit scheduled at a time that suits you. Start date set in the written estimate.

2
Condition survey

The plan records each distress by type: alligator, longitudinal, transverse and block cracking, potholes, raveling and oil spots, together with the spots that hold water and the drain inlets they should reach. Accessible stalls and aisles are measured against Chapter 11B, and the surface is rated on site.

3
Treatment and code path

One treatment comes out of that: crack treatment and seal, repair and seal, grind and overlay, or reconstruction. Permits for work inside the city go through the City of Ceres Building Division at 2220 Magnolia Street.

4
Written estimate

The estimate is written as line items by area and length, with repair kept apart from surface work and the basis of the figure stated.

5
Scheduled around tenants and weather

Fourth Street shops, Mitchell Road apartments and the interchange retail all trade at different hours, so the lot is phased around them: entrances stay usable, accessible stalls go back first, irrigation is off five business days before a seal, and nothing is placed with rain forecast during the curing period.

6
Work and material handling

Removals are saw cut two inches to a true line and filled with hot mix. Cracks are treated and cured, oil spots primed, drain inlets covered.

7
Handover

The customer receives the marked plan, the stall and aisle measurements, before and after photographs of each area, the product data sheets for what was placed and the warranty terms.

Where asphalt paving is needed in Ceres

Ceres paving runs from sidewalk storefronts to freeway retail, flat plan areas, coach aprons and a river bluff.

Downtown and Fourth Street

Mostly single-story buildings set to the sidewalk, including the IOOF building at Fourth and Lawrence. Parking here is the alley and the rear service lot, small areas that drain through the older downtown pipes and stand wet after a heavy storm.

Fifth Street historic homes

The 1870 Daniel Whitmore Home, the Whitmore Mansion and houses from around 1900, with mature street trees most prominent on Fifth and Ninth. Roots from a canopy that old lift and split driveway aprons and small paved courts at their edges.

Mitchell Road corridor

About 450 acres along a 2.5-mile stretch between Highway 99 and the Tuolumne, planned for housing at 5 to 25 units an acre, mobile homes and condominium groups, with TID's Ceres Main Canal alongside. Shared parking courts here carry the visitor and accessible stalls.

Mitchell Ranch Center, Mitchell and Service roads

A center proposed at 299,830 square feet on 26.4 acres of Hanford sandy loam, with groundwater 24 to 26 feet down. Runoff was to leave by an 18-inch pipe east to Mitchell Road and a 30-inch pipe north to Don Pedro Road.

West Landing

960 acres between Whitmore Avenue, Service Road, Ustick Road and the Union Pacific line, about 660 of them farmland to convert. On a 0.15 percent fall, any new yard or lot here depends on its basin rather than on the ground shedding water.

Eastgate, Hatch Road and Boothe Road

A 370-acre planned community whose 2004 master plan set densities of 4.5 to 12 units an acre. Common-area parking and the aprons serving attached housing are light sections, and irrigation overspray at their edges is what starts the break-up.

Whitmore Ranch

About 94 acres south of Whitmore Avenue between Moore Road and La Rosa Elementary School. A school lot empties and fills twice a day in concentrated bursts, which is hard on the drive aisle and on the painted crossings across it.

Morrow Village

A neighbourhood north of Whitmore Avenue and west of Mitchell Road that the City lists as disadvantaged and where it is spending CDBG money on accessible sidewalks. On a lot here the parking stalls, aisles and signs are this trade; the walks are concrete.

River Road and the Tuolumne bluffs

Small residential areas in the FEMA 500-year zone, with River Bluff Regional Park on Hatch Road covering 76 acres and its lower terrace in the 100-year plain. Park and access paving near a terrace that floods is checked for washed-out base after high water.

South and west Ceres along Highway 99

The City's disadvantaged areas, south of Whitmore Avenue and west of Central Avenue, with the blocks from Hackett Road to Farris and Central Avenues named as most in need of repair. Deferred surfaces here have gone past sealing and need digouts before anything else.

South Modesto and Ceres, Herndon Road to Richland Avenue

Streets from Nadine Avenue to River Road that the City also lists among those needing the most repair. Light commercial aprons here were built thin, and truck deliveries onto them open the edges long before the middle of the lot fails.

Mobile home parks

Lazy Wheels, Ceres Mobile Estates and Ceres West Mobile Home Park, part of the 467 mobile homes in the city. Park roads are narrow, continuously used and hard to close, so the work is phased coach row by coach row.

Questions from Ceres property owners and managers

The City of Ceres Building Division at 2220 Magnolia Street, whose pages list Commercial, Patio and Residential Permits. The contractor the request is handed to pulls the permit where one is needed, and the site visit records which authority the lot falls under before the estimate is written. Where a property sits in one of the unincorporated islands inside the City's sphere of influence, the authority is confirmed for that parcel rather than assumed.
