Asphalt paving on a commercial property covers new lots and expansions, the removal and replacement of failed areas, crack treatment and sealing, grinding and overlay, and the layout of stalls, aisles and accessible spaces. Which of them a lot needs is settled by timing more than preference. Caltrans' pavement preservation guidance sets the principle as the right treatment on the right pavement at the right time: a surface still in good condition can be kept for years, while one left until the base has gone leaves reconstruction as the only choice.
A property manager needs it when potholes open in a drive aisle and become a hazard, when cracking spreads across a truck court in the wheel paths, when a tenant change brings a new layout and the stalls have to be set out again, when the surface has oxidised and started shedding aggregate, or when water stands on the lot for days after a storm. Each of those is a different treatment, a different season and a different line on the estimate. This page covers all of them for Central Valley building stock, and the request reaches any of the 32 cities served.
The work is performed by a licensed and insured paving contractor assigned to the request. Every job leaves the same record: a marked lot plan, photographs of each area before and after, product data sheets for what was placed, and the stall and aisle measurements.
Water gets into the base through open cracks, and the base is what carries the load. Caltrans' crack treatment guidance describes cracks as paths for surface water into the pavement structure, weakening base and subgrade until the pavement is damaged. Alligator cracking in a wheel path is already structural: sealing over it treats nothing, and at medium or high severity the answer is a digout.
Heavy axles find the weak sections first. On tilt-up warehouses, food processing plants and truck yards the same wheel paths take loaded trailers every working day, and where the material underneath is weak or wet the surface breaks into interlocking blocks and then into potholes. Longitudinal cracks open along old paving joints, where the mat went down at lower density and higher air voids.
Asphalt hardens as it ages, whether anything drives on it or not. The binder oxidises and loses its volatile compounds, the surface turns brittle, and aggregate begins to come away under traffic as raveling. Private streets in an association and neighbourhood retail built decades ago show it first, because nothing renews the surface until the reserve study and a board vote pay for it.
The rain falls in one half of the year, and that sets the working season. The NOAA 1991 to 2020 normals for the Modesto airport give April to October an inch of rain or less a month, against 1.07 to 2.57 inches a month from November to March. Seals, overlays and paint go down in the dry half, and a patch made in the wet stays temporary.
Restriping is the moment a lot's accessible stalls come back into scope. The ADA.gov brief on restriping parking spaces states that a business restriping a parking facility must provide accessible spaces to the 2010 Standards. California's Chapter 11B values are the stricter ones and govern a lot here; ramps, walks and the route to the entrance are concrete work.
The request reaches the platform with the service pre-filled, and a site visit is arranged with the paving contractor assigned to it. The lot is walked with the manager or the board's representative, with access points, trading hours and the tenants who use each entrance noted.
A lot plan is marked with the distress by type: alligator, longitudinal, transverse and block cracking, potholes, raveling and oil spots, plus standing water and drain inlets. The surface is rated on site on the 0 to 100 scale, and the accessible stalls are measured against 11B-502.
The survey points at one path: crack treatment and seal, repair and seal, grind and overlay, or reconstruction. The stall count is checked against 11B-208.2 before any restripe.
Line items by area and length, repair kept separate from the surface work, and whether the estimate is fixed or open to change on findings.
Work is set in the April to October window, when surface temperatures hold above the minimums these materials need. Phasing keeps entrances and accessible stalls usable, irrigation goes off five business days before a seal, and nothing is placed with rain forecast.
Removals are saw cut two inches to a true line and filled with hot mix. Cracks are treated, oil spots primed, drain inlets covered, and the seal held closed to traffic for 24 hours.
At handover the customer receives the marked lot plan, the stall and aisle measurements against 11B-502, the product data sheets for the materials placed and the warranty terms. Grindings go to a plant that takes them for recycled base where one is in reach.
An owner, a board or a tenant committee approves paving from the record, so the file is built for that reading from the first site visit.
Each city page covers the lots and drive aisles in that city, the stock that fails there, its permit authority and the sub-services most requested. Modesto is the hub and adds a section on each of its areas.
A seal protects a surface that is still sound; it adds no strength. Where the cracking has gone interlocking in the wheel paths, the material under it has usually failed, and filling from the top does not reach that. The survey settles the order: digouts first, crack treatment next, then a seal over what is left, or a grind and overlay where too much of the surface has gone.
Restriping brings the stalls and aisles the work touches up to the accessible parking requirements, and the federal guidance treats that as readily achievable because restriping is a small job beside the rest. What it does not trigger is the wider upgrade to the route into the building: an alteration by resurfacing or restriping is limited to its own scope of work. The enforcing agency decides a specific project.
California's table runs by the spaces in each parking facility: one accessible space up to 25, two up to 50, three up to 75, four up to 100, five up to 150 and six up to 200, and the count is taken separately for each facility on a site. One in every six accessible spaces, or fraction of six, is a van space, and there is always at least one.
Car and van spaces are 216 inches long at a minimum. A car space is 108 inches wide and a van space 144, unless the access aisle beside it is 96 inches, in which case the van space may also be 108. The aisle itself is 60 inches wide at a minimum and runs the full length of the spaces it serves.
Caltrans holds traffic off a parking area seal for at least 24 hours after it is placed, and does not allow striping over it until it is dry. Beyond that, the instructions from the maker of the product being used govern, and the crew works to them. Phasing the lot means one section carries traffic while another is closed, so a trading property is not shut for a day.
April to October. Those are the low-rain months in the Valley, and they are when surface temperatures hold above the minimums hot mix, seals and paint need on most days. From November to March rain in the curing period rules seals out, and fog and condensation keep fresh paint off the lot.
Yes. The San Joaquin Valley air district's rule on paving and maintenance operations limits what may be used for prime and tack coats and caps the organic compounds in an emulsified asphalt, and users keep records of what they received and used. Striping paint is a traffic marking coating under the district's architectural coatings rule.
Typical time from the Modesto base to a property in each city, by road, when a site visit is booked. Fog in December and January and harvest truck traffic on Highway 99 and Highway 132 can add 15 to 30 minutes.
