Concrete flatwork on a commercial property covers the walks, landings, curb and gutter, ramps, slabs, patios and drive approaches people cross to reach a building. What sets the scope is the route over the concrete, not the concrete itself. Chapter 11B of the California Building Code holds a walk to a 1:20 running slope and a 1:48 cross slope, a ramp run to 1:12, and a change in level to a quarter inch vertical or half an inch bevelled. Past those numbers a panel is a barrier.
A manager needs the work when a panel has lifted at a tree root and left a trip edge along the frontage, when the curb ramp in front of a strip center has no level landing at the top, when detectable warnings have faded out of the yellow the code asks for, when a truck apron has spalled at its joints under loaded trailers, or when a tenant improvement brings the route from the accessible stall to the door back into scope. Each of those is its own line on an estimate, and the request reaches any of the 32 cities served.
A licensed and insured contractor on the Propertyvendr list takes the job and contracts with you directly. Every job returns the same record: slopes and levels measured before and after, photographs of each panel, ramp and landing, and the date each correction was finished.
Street trees and panel joints do most of the damage to a walk. Roots lift and crack the panels, leaving a trip edge at the joint. On an accessible route a vertical edge over a quarter inch, or a bevelled one over half an inch, is no longer a compliant change in level, and under Streets and Highways Code 5610 the frontage owner has to keep the walk from endangering people or property.
The barrier is usually in the last fifty feet, not in the building. The 2010 ADA Standards ask for an accessible route within the site from accessible parking, public streets and sidewalks and transit stops to the entrance they serve. On retail pads that route breaks at settlement along the curb line, at a curb ramp with no level top landing, or at domes worn out of their yellow.
Entrance ramps are the item most often built to the wrong number. Office and medical frontages carry runs steeper than 1:12, landings shorter than the 48 inches California asks for, and no handrail where the rise passes 6 inches. The California values are the stricter ones and the ones measured here: a curb ramp 48 inches wide, its top landing 48 inches long, and flares no steeper than 1:10.
Truck aprons and dock slabs fail from load rather than age. Tilt-up warehouses and cold storage run loaded trailers over the same few feet of concrete every working day, so joints spall and panels settle. Cutting that concrete out is the heaviest silica exposure on this trade's jobs, which is why Title 8 section 1532.3 puts saws on a continuous water feed and grinders on dust collection.
Valley weather decides when concrete can go down. The NOAA 1991 to 2020 normals for the Modesto airport give July a normal daily maximum of 95.0 degrees, and January 16.7 nights at or below 40 degrees with 2.57 inches of rain. Heat brings fast set and plastic shrinkage cracking, a night below 40 degrees calls for cold-weather protection, and a wet month sets the pour around the rain.
A site visit is arranged with the contractor assigned to the request. Site visit scheduled at a time that suits you. Start date set in the written estimate. The walk records slopes, changes in level, ramp rise, landing sizes, curb ramp widths and detectable warnings.
Work in the public right of way is permitted by the city that owns it. Private-side ramps and routes inside an alteration go through the building division, where the path-of-travel rule and the 2026 valuation threshold of $209,208 set how far the work reaches.
Barricades and lights go up at the contractor's expense wherever the public uses the walk or the street, and the accessible route stays open or is detoured to the same standard.
Saws run on a continuous water feed, grinders on dust collection and nothing is swept dry, under an exposure control plan with a competent person inspecting.
Forms are set to the numbers: 1:12 on ramp runs, 1:20 on walks and blended transitions, 1:48 across landings, and 1:10 on flares. Detectable warning panels sit 36 inches deep, set back 6 to 8 inches from the curb face.
A pour is protected below 40 degrees, or with such a night forecast. In heat and wind it is placed against fast set and shrinkage cracking, held to 95 degrees at discharge, then broom finished.
Slopes, widths, landings and edges are measured and photographed against the values they had to meet, and the owner is handed the corrections with the date each was completed. Where a CASp report is being answered, that list builds its record of corrections and dates.
Corrections are approved by people who were not on site, so each one is measured, photographed and written down beside the value it had to meet.
Each city page covers that city's frontages, entrances and lots, who maintains the sidewalk there, the office that issues the permit and the sub-services asked for most. Modesto is the base, and its page walks the older street-tree blocks area by area.
Under Streets and Highways Code 5610 the owner of the fronting property maintains the sidewalk so that it will not endanger persons or property. What each city does beyond that differs: some repair damage traced to a city tree or utility, some grind small offsets, some require written notice of a dangerous defect. The city page carries that city's rule and its permit office.
A ramp run is no steeper than 1:12, with a cross slope no steeper than 1:48. A curb ramp follows the same run limit, its flared sides no steeper than 1:10 and the gutter adjoining it no steeper than 1:20. California sets the curb ramp width at 48 inches and the top landing at 48 inches long, sloped no more than 1:48.
In California curb ramps and blended transitions carry detectable warnings, and the domes are yellow, approximating Federal Standard 33538. At a perpendicular curb ramp they run 36 inches in the direction of travel and the full ramp width less two inches at most each side, set back 6 to 8 inches from the curb face. Replacing under 20 percent at one location may be in kind.
When a building is altered, an accessible path of travel to the altered area comes with it. At or below the current valuation threshold, $209,208 for 2026, that path-of-travel work is limited to 20 percent of the adjusted construction cost. Above the threshold full compliance applies unless the enforcing agency finds unreasonable hardship, and even then the spend is not less than 20 percent.
A CASp inspection is a site inspection under California's access specialist program, and the inspector issues a report identifying the areas needing correction with a schedule of completion. Only that inspection, report and schedule give a property qualified defendant status, which brings a reduced statutory minimum where the corrections are made inside the statutory window, and a stay with an early evaluation conference. The certificate is a record of inspection, not of compliance.
Federal rules on barrier removal put access into the place first: from public sidewalks, from parking and from public transportation. The examples named are installing an entrance ramp, widening entrances, making curb cuts in sidewalks and entrances, and providing designated accessible parking spaces. That ordering is why the concrete at the front of a building is usually the first scope written.
Cold weather starts when the air temperature has fallen, or is expected to fall, below 40 degrees during the protection period, and a pour made then is protected. Hot weather is a combination of high air and concrete temperature, low humidity and wind, which costs slump, speeds the set and brings plastic shrinkage and thermal cracking. Spring and autumn suit planned flatwork best.
Typical time from the Modesto base to a property in each city, by road, when a site visit is booked. Fog in December and January and harvest truck traffic on Highway 99 and Highway 132 can add 15 to 30 minutes.
