A new tenant on Lander Avenue brings the whole route back to the front door into the job. Commercial construction inside an existing suite is an alteration, and CBC 11B-202.4 carries an accessible path of travel with it: the primary entrance, the toilet and bathing facilities serving the area, the drinking fountains, the public telephones and the signs. The Division of the State Architect access manual holds that code text. The downtown stretch runs from American Avenue to 1st Street, with Highway 165 alongside it.
How much of that route is paid for in this phase is capped by a figure the State Architect republishes every January. Exception 8 limits path-of-travel compliance to 20 percent of the adjusted construction cost at or below the valuation threshold, republished at $209,208 for 2026, and it fixes the order: entrance, then the route to the altered area, then an accessible restroom. On a small Lander Avenue suite that cap usually decides whether the restroom serving it is taken on now.
Most of what gets altered here predates the year the asbestos presumption stops applying. Businesses moved onto Lander Avenue after the Tidewater Southern ceased operating in Hilmar by 1953, and 664 of the Hilmar-Irwin area's 2,073 housing units date from 1979 or earlier. Cal/OSHA section 1529 presumes thermal system insulation and surfacing material in a building constructed no later than 1980 to contain asbestos until testing shows otherwise, and puts the determination of what is present, where and in what quantity on the building owner before work starts.
Anything that turns ground outside the suite meets Hilmar's drainage problem. Lander Avenue splits the community's storm system into an eastern and a western area, and both discharge into TID Lateral No. 7, which the 2008 Community Plan recorded as no longer taking new discharges; a positive discharge has to be shown before new development. A non-operational private golf course on 1st Street carries the load in peak storms, and the high groundwater table west of Lander may rule basins out on that side.
An office dropped into a shell on Bloss Avenue is a different job from a shop front. Bloss Avenue is the collector that carries traffic to Highway 99 and Livingston, and the Community Plan names Hilmar Lumber as its model light-industrial use. Work of that kind arrives with new space-conditioning equipment and replacement lighting, and a permit applied for on or after January 1, 2026 is checked against the 2025 Energy Code, where altering more than 10 percent of the luminaires in a space is one trigger for section 141.0(b)2I.
Caltrans counted 14,600 vehicles a day on Highway 165 at American Avenue in 2024, and 10,200 at Bloss Avenue. A frontage altered on that stretch is set out, staged and hoarded around a highway running past the door.
The 19 road miles from the Modesto base run south on Highway 99 to Turlock and then down Lander Avenue, Highway 165. What does not change: the suite is measured first, and every drawing, inspection and ticket lands in one file.
The request is taken with the suite address, the lease dates and what the incoming tenant means to do in the space, and a walk is arranged with the contractor assigned to it. Site visit scheduled at a time that suits you. Start date set in the written estimate. Lease terms and the access-inspection statement stay between owner and tenant.
The suite is measured as it stands, and the entrance off Lander Avenue, the route in, the restroom serving the space and the signs are listed in the order the code puts them. In a building going back to the years after 1953, asbestos and lead survey status is settled first.
Merced County Building and Safety at 2222 M Street in Merced takes the permit for unincorporated Hilmar. The job is placed as an alteration or as maintenance.
Drawings for each discipline, energy calculations and the access declaration go in electronically, as the County has accepted since January 2016.
The estimate is written in line items, with path-of-travel work priced apart from the tenant's own scope because Exception 8 keeps it out of the adjusted construction cost. Milestones are set against the inspections the job has to pass rather than against dates.
Strip-out debris leaves for a permitted facility with tickets, and an inspection is requested before anything is covered.
A County permit runs six months from issue and each inspection extends it six more. The final inspection closes it, and the permit card, inspection record and photographs are handed over.
Hilmar's commercial building sits in a few places: the Lander Avenue frontage, the Bloss Avenue parcels and the plant north of town.
The Plan's Mixed Use stretch, with the water district building named as existing architecture to keep and the Hilmar Covenant Church as the signature building. A suite altered here takes its path of travel from a state-highway sidewalk.
Mixed Use frontage of larger-lot detached houses and homes already converted to offices, with the Irwin centre buildings south of Geer renovated before 2008. A house turned into a suite is a change of use, and that alone is an alteration.
Mostly single-family zoning with one small R3 neighbourhood and commercial zoning along Lander. Low ground, force mains and lift stations and a high water table set what a build-out can do with new drainage on this side.
The census tract east of Highway 165 carries commercial, light industrial and mixed-use zoning near Lander. Lateral No. 7 takes both drainage areas, so exterior work is drawn around a discharge point that has to be shown.
A non-operational private golf course east of Lander Avenue doubles as the storm basin. The Plan requires its basin portions to stay, or be relocated to the water district's and Public Works' satisfaction, if the site is ever redeveloped.
Industrial parcels line the collector that runs out to Highway 99 and Livingston, with Hilmar Lumber named as the model light-industrial use. Offices built inside a shell here bring lighting and space-conditioning work that the Energy Code checks.
A quarter mile beyond the Plan boundary, the area's largest industrial employer, with over 500 staff. In 2012 the water district reviewed extending its sphere of influence for an office expansion there, which is how office space grows on a plant site.
Schools sit beside Lander Avenue near Geer, and the Community Center and the one dedicated park are reached from Falke Street, where Station 95 also stands. Alterations in buildings used by the public start from the entrance and work inward.
The 2008 Plan routes a 10-inch Trunk Line "C" from east of Lander and north of American Avenue to serve the ground west of Villa Cordoba. Where a sewer main is still a proposal, a new fixture count is what a scope tests first.
Farmland parcels the County inventories for housing: 32.10 acres at Camden and American, 21.85 acres at 19272 Bloss Avenue and two parcels of about 18.5 acres. Lift Station #6 at Echo Street is listed in the Plan and unbuilt in every source read.
North of town, the district's wells and pipelines run near Golf Link Road. Country Club County Water District covers 23 homes on 10.4 acres with its own well, and an adjacent 22-lot subdivision runs a private well per home.
Orchards east of the Plan area, field crops south and numerous dairies west, most of them tied to the cheese plant. A building out here is reached by farm roads and sits beyond the water district's mains.
Merced County Building and Safety, at 2222 M Street on the second floor in Merced, issues building permits and inspects construction in the unincorporated county, which takes in Hilmar. The licensed contractor the request is handed to pulls the permit, because the contract, the schedule and the permit sit with that contractor. The submittal is the architectural, plumbing, electrical and mechanical drawings, energy calculations, an access declaration and a special inspection form.
The County has taken applications and corrections electronically since January 2016, so a set that is properly exported, unsecured, flattened and bookmarked by discipline goes in and comes back without a trip to Merced. No County page opened states how long a tenant improvement review takes, so no figure is given here. The permit runs six months from issue, and each inspection extends it another six months.
The extra work is the grease interceptor, the hood and the drainage that comes with them, and trenching the slab for new lines is silica work under Cal/OSHA section 1532.3, so it is planned with written controls. Where the building sits outside the Hilmar County Water District, it is on its own septic system rather than the district plant on Griffith Road, and the drainage design starts from that.
Cal/OSHA section 1529 presumes thermal system insulation and surfacing material in a building constructed no later than 1980 to be asbestos-containing until testing shows otherwise, and it puts the determination of what is present, where and in what quantity on the building owner before work begins. Lead in older paint disturbed by alteration falls under section 1532.1. Both are settled at the existing-conditions stage, not after demolition starts.
It is Exception 8 to CBC 11B-202.4. At or below the valuation threshold, which the State Architect republished at $209,208 for 2026, the cost of path-of-travel compliance is limited to 20 percent of the adjusted construction cost, and it is spent in a set order: an accessible entrance, a route to the altered area, at least one accessible restroom for each sex or one unisex restroom, telephones, drinking fountains, then parking, signs, storage and alarms. Alterations to the same path within three years are added together. Any structural or seismic strengthening the building needs sits outside that cap, as structural and safety work in its own right.
It can. A permit applied for on or after January 1, 2026 is checked against the 2025 Energy Code, and altering more than 10 percent of the luminaires in a space is one trigger for section 141.0(b)2I. The one-for-one option asks a 40 percent cut in installed lighting power in a building or tenant space of 5,000 square feet or less. Rewiring or relocating the controls brings the requirements for those controls with it.
