Why commercial roofing is needed in Hickman

Almost every roof in Hickman is a house roof, which makes the handful that are not unusually important. Of 236 housing units counted in the community, 232 are single-family detached, two are attached and two are mobile homes, with none at all in multi-unit buildings. The Community Plan describes a place of single-family homes and the commercial uses that serve them, plus an industrial operation that manufactures and repairs mining, construction and agricultural equipment. The low-slope stock is the campuses, the shops and the farm buildings.

On the I Street campus the roof area is large and the permit history is part of it. The Hickman Community Church stands on two parcels of 1.29 and 7.62 acres carrying 28,865 square feet of buildings, among them five classroom buildings, modular classrooms and canopy structures, with a drainage basin planned beside the Turlock Irrigation District canal on the east. The County's use permit followed a code enforcement case over modulars and canopies installed without permits, so Chapter 15 work here starts from what is actually on the deck.

The flooding that reaches Hickman arrives on the roads, not through the roof. Montpelier Road at Whitmore Road, a mile or two south of the community, flooded on 10 December 2022; County emergency services reported Montpelier Road closed from Keyes to Whitmore in February 2024; and three vehicles were stuck in water there in January 2026. That matters for access on the day and for discharge: County Public Works requires new storm drainage here to take the 100-year 24-hour storm and to dewater within 48 hours.

Farm buildings put more roof under one ridge than anything else around. A dairy at Hickman and East Keyes Roads applied to replace its free-stall barns with three structures 102 feet 6 inches by 660 feet, and a nursery at Hickman and Riverview Roads proposed an 1,800 square foot building with a 22,100 square foot shade canopy. Dust and chaff load the drains on buildings like these, and crews on long, exposed spans work behind warning lines to Title 8 section 1730.

Two authorities set the calendar before the weather does. Hickman is unincorporated, so the permit comes from the Stanislaus County Building Permits Division in Modesto, which handles the application, the plan check and the inspection, and may ask for a soils test. The irrigation district allows work on its facilities only in the non-irrigation season, typically 1 November to 1 March. Past 50 percent or 2,000 square feet altered, whichever is less, cool roof values apply.

Hickman fact

An EF0 tornado was seen near Hickman Elementary School at 3:31 pm on 27 April 2016; it uprooted a large eucalyptus, pushed a shed off its foundation into a fence and damaged a greenhouse. Light structures and canopies go first in wind like that.

Commercial roofing, as delivered in Hickman

Hickman is fifteen road miles from the Modesto base, out through Waterford and south over the Hickman Road bridge. Each building is left with the same record: a marked roof plan, photographs and a written line-item estimate.

1
Request and site visit

A request sets out the building, its roof and what has shown inside. Site visit scheduled at a time that suits you. Start date set in the written estimate. On a campus that means walking the classroom roofs and the canopies together, because they were not necessarily built at the same time or under the same permit.

2
Roof survey

Drains, scuppers, seams, curbs and penetrations are marked on a roof plan, with wet insulation located by meter reading or core. On a modular or canopy structure the survey also records how the covering is fixed down, because that is what a wind event finds first.

3
Code path

Repair, recover or replacement is settled under Chapter 15. Hickman is unincorporated, so the permit comes from the Stanislaus County Building Permits Division at 1010 10th Street in Modesto.

4
Written estimate

Line items come back with wet-material removal priced apart from the new surface, fixed or open on findings.

5
Scheduled around tenants and weather

Dates follow the site: term time on the campuses, milking and harvest on the farm buildings, and the dry months. Work touching an irrigation facility waits for the non-irrigation season. Warning lines go up before anyone is near a long, exposed edge.

6
Work and tear-off disposal

Outlets are cleared, flashings rebuilt to the manufacturer's instructions, and the stripped material taken to a permitted facility.

7
Handover

The marked survey, photographs, warranty terms and the County inspection record go onto the property file, with the product rating label recorded where the energy code applied.

Where commercial roofing is needed in Hickman

About a third of a square mile, with the low-slope roofs on two campuses, a few shops and the farm buildings beyond.

Hickman Road along the town's west edge

A two-lane major collector posted at 45 mph with no sidewalk in the project vicinity, and the line the community sits east of. Frontage buildings here take road dust on the roof along with everything the orchards drop.

Lake Road

A two-lane collector running east to Davies Road beside Turlock Lake, meeting Hickman Road at an all-way stop. A 214.8-acre farmed Williamson Act parcel lies north of the campus across it, so wind reaches those roofs unobstructed.

I Street and the Hickman Community Church campus

Two parcels of 1.29 and 7.62 acres carrying 28,865 square feet of buildings, including five classroom buildings, modulars and canopies, on septic with City of Waterford water and the district canal along the east boundary.

Hickman Community Charter school campus

South of the church, with a reciprocal access easement between them, and a 1996 proposal for about 17,772 square feet of permanent and portable buildings including 13 classrooms and a multi-purpose building. Campus roofs are worked in a break.

Montpelier Road and 4th to 6th Streets

The streets that carried the town's smallest water mains, four-inch pipe now planned for replacement. Small commercial and accessory roofs, short spans with few outlets, where one blocked outlet takes in the whole deck.

Residential streets between Hickman Road and Montpelier Road (Kim Street, Kim Court, Lorenzo, Davis and Elma Streets)

Residential blocks with a planned development strip along Montpelier Road, described in survey work as adjoining a convenience store, a school and a small church. Those are the low-slope roofs among the houses.

TID Main Canal edge

The canal runs just east of the plan boundary and across the farmland south of it, bordering the church campus. Work affecting district facilities is allowed only between about 1 November and 1 March, so it is programmed first.

Southern Pacific Oakdale Branch line

Hickman was built in 1891 when the railroad extended from Oakdale to Merced, and a segment of the branch line was recorded inside the community in 2019. Buildings along the alignment sit at the angle the track set.

Hickman Road Bridge and the Tuolumne River crossing

The County is replacing the two-lane bridge 0.15 mile south of Highway 132 with a 750-foot box-girder structure. Bridge work sets what a materials delivery or a skip can do on the day, so access is confirmed before a tear-off.

Riverview Road and the river terrace

South of the bridge the corridor passes orchards, fallow fields, irrigated pasture and larger ranchette parcels. A 2007 filing here covered an 1,800 square foot building and a 22,100 square foot shade canopy at a tree nursery.

Montpelier Road south to Whitmore Road

The intersection that flooded in December 2022 and again in January 2026, and where the road was closed from Keyes to Whitmore in February 2024. Access on a wet-season work day is checked before the crew sets out.

Hickman Road south to East Keyes Road (dairy land)

Dairy ground where an operation applied to replace its free-stall barns with three structures 102 feet 6 inches by 660 feet. Long, low spans with continuous ridge and eave detail, and drains that take chaff all summer.

Questions from Hickman property owners and managers

Stanislaus County, through its Building Permits Division at 1010 10th Street in Modesto, open weekdays. The County requires a permit for new construction, additions, alterations, upgrades, rebuilding or remodeling, and has noted that a soils test may be asked for at application, since the whole county sits in a high seismic design category. The licensed contractor the request is handed to files it and books the inspection.
