Seven dry months load a Hilmar roof, and the first band of rain is what finds it. The 1991-2020 normals at Turlock #2, the nearest station, give 12.39 inches a year, with 2.63 in January, 2.29 in February and 2.26 in December against 0.00 to 0.03 inches from July through September. Dust and blown material settle on the low-slope roofs through that stretch, and an outlet that filled quietly in spring only announces itself when water ponds at a parapet in December.
The Lander Avenue suites sit behind parapets, where water has nowhere to go but the outlet. The Community Plan's downtown is the Mixed Use frontage from American Avenue up to 1st Street, with the Hilmar County Water District building kept as existing architecture and the Covenant Church at Lander and American as the signature building. Caltrans counted 10,800 to 14,600 vehicles a day on Highway 165 through those blocks in 2024. Sign, phone and air conditioning trades cross those roofs to reach their own equipment, and the membrane along their walking route is where a parapet roof starts to give.
On the wide roofs of the Bloss Avenue parcels, one lifted seam wets a great deal of insulation before anything shows inside. Bloss Avenue is the collector carrying Hilmar traffic toward Highway 99 and Livingston, lined with industrial lots, and the Plan names Hilmar Lumber as its model light-industrial use. Winter wind gets under a single-ply seam or a run of edge metal on a building that size and holds it open. Skylights on such roofs are protected under Title 8 section 3212 before anyone works within six feet of one.
At a plant the flashings fail where the equipment sits, not out in the field of the roof. Hilmar Cheese Company stands about a quarter mile north of the Plan area, employs more than 500 people and has been described since 2008 as the largest on-site cheese manufacturer in the world, taking milk from over 270 local and regional dairies. Process and refrigeration curbs are where a roof of that size works hardest. In the town below, Lander Avenue splits the storm system into east and west drainage areas and both discharge into TID Lateral No. 7.
Past a threshold a Hilmar re-roof becomes an energy-code job as well as a roofing one. Where more than 50 percent of the roof area or more than 2,000 square feet is altered, whichever is less, the product has to reach a 3-year aged solar reflectance of 0.63, thermal emittance of 0.75 and SRI 75 in every climate zone, and recoating and recovering count as alterations beside replacement. On one Lander Avenue suite the 2,000 square feet arrives quickly; on the school buildings near Geer Avenue it is the 50 percent line that decides.
Caltrans counted 14,600 vehicles a day on Highway 165 at American Avenue in 2024, and 10,200 to 10,800 at Bloss Avenue. A roof job on that frontage is staged clear of the highway, with the lift, the load and the debris chute set behind the building.
From the Modesto base the run is 19 road miles: Highway 99 south to Turlock, then Lander Avenue, State Route 165, the one arterial into Hilmar. The survey, the marked plan and the photographs stay in one file.
A request is acknowledged with a reference number, and someone gets on the roof before anything is priced, because what sits under the membrane on a Lander Avenue suite or a Bloss Avenue shed decides the work. Site visit scheduled at a time that suits you. Start date set in the written estimate.
Every outlet, scupper, lap, curb and penetration goes onto a roof plan, and wet insulation is located by meter reading or core sample rather than assumed. That one drawing is what a coating price and a tear-off price are both built from. Owners look from ground level only.
Chapter 15 decides whether this is a repair, a recover or a replacement. Merced County Building and Safety at 2222 M Street permits work in unincorporated Hilmar, and the assigned contractor pulls it.
Pricing arrives as separate lines, with removal of wet material kept apart from the new surface, and states whether it is fixed or open to findings.
The calendar is built around the Lander Avenue shops' trading hours, the school year on the buildings by Geer Avenue and a plant that never closes, with tear-off kept inside the dry stretch from July to September. Warning lines and skylight protection precede all of it.
Outlets and scuppers come clear, flashings are rebuilt to the manufacturer's instructions, and the tear-off leaves for a permitted facility.
What stays behind is the file: before and after photographs of each detail, the survey as marked, the rating label where the energy code reaches the work, and the permit sign-off.
Hilmar's roofs divide by what is under them: highway frontage, industrial lots, school buildings, a processing plant and the farm edge.
The Plan's Mixed Use frontage, with the Hilmar County Water District building named as architecture to keep and the Covenant Church at Lander and American as the signature building. Low-slope suites behind parapets show a blocked outlet first as a stained ceiling.
Larger-lot houses and homes converted to offices, with the Irwin centre south of Geer renovated before 2008. Irwin has no drainage system of any kind, so what a roof sheds at grade stays beside the building until it soaks away.
Single-family zoning with one small R3 pocket and commercial frontage on Lander. The ground here is low and the water table high, so a downspout or scupper discharging at grade leaves standing water against the wall it came off.
Commercial, light industrial and mixed-use zoning near the highway, with Lateral No. 7 bounding the Plan area and crossing its southern portion. Both of the community's drainage areas empty into it, which sets where a building's roof water can be sent.
The idle private course east of Lander doubles as the community's storm basin in peak storms, and the Plan requires its basin portions kept, or relocated to the District's satisfaction, if the site is redeveloped.
Industrial parcels along the major collector to Highway 99 and Livingston, with Hilmar Lumber as the Plan's model use. Wide low-slope roofs on this stretch lose edge metal and seam laps to winter wind before anything else on them fails.
A quarter mile beyond the Plan boundary, the area's largest employer with more than 500 people and its largest industrial noise source. Process and refrigeration curbs concentrate the flashing work, and the roof is staged around an operation that does not close.
Elim Elementary, Hilmar Middle, Hilmar High and the Irwin/Colony continuation school stand beside Lander near Geer, with the Community Center reached from Falke Street. Roofs of that size are surveyed early and worked to a break schedule.
Mobile home parks are placed here by the 2008 Plan without a closer location, against a census count of 238 manufactured homes. Where a site has a common building, that roof is surveyed on its own terms.
Farmland parcels zoned R-1 in the County's inventory: 32.10 acres at Camden Drive and American Avenue, 21.85 acres at 19272 Bloss Avenue and two of about 18.5 acres on American. The roofs here are on the existing buildings beside them.
North of town, where the District's wells and pipelines near Golf Link Road carry groundwater south. Country Club County Water District serves 23 homes on 10.4 acres with its own well and drainage basin.
Orchards east, field crops south and numerous dairies west, most of them tied to the cheese plant. Large-span farm roofs here take dust and chaff on their drains, and the outlets are cleared before the wet months.
Hilmar is unincorporated, so the permit comes from Merced County's Building and Safety Division at 2222 M Street, 2nd Floor, Merced, which issues permits and inspects construction throughout the unincorporated county. Applications and corrections have been accepted electronically since January 2016. A County permit stays valid six months after issue and each inspection extends it by another six, so a job paused on findings does not lose it. The contractor assigned to the request pulls the permit, and Propertyvendr confirms the time and keeps the file.
The dry stretch. Turlock #2, the nearest normals station, records 0.00 to 0.03 inches a month from July through September, against 2.26 inches in December, 2.63 in January and 2.29 in February. That leaves a long, settled window for tear-off and new membrane, and puts drain and scupper clearing in the weeks before the wet months rather than after the first storm. Site visit scheduled at a time that suits you. Start date set in the written estimate.
Because the fault is usually in the drainage, not the membrane. Through July, August and September almost no rain falls here, so debris builds at the outlets and scuppers undisturbed. The first heavy band then ponds water at the low points behind a parapet until it finds a seam or a curb, and the ceiling below stains before anyone has been on the roof. In the old Irwin town site, which has no storm drain system, what the roof sheds then sits at grade as well.
The survey settles it. A coating renews the weather surface of a roof that is still sound: it seals the seams and the detail work and reflects heat. It does not replace saturated insulation, correct a deck problem or fix drainage that never worked. Where the moisture readings or cores show wet insulation the two are not alternatives, and no recover is permitted over a roof deteriorated past being an adequate base.
Often, but not always. A new protective coating is allowed over an existing coating, metal roof panel, built-up roof, spray polyurethane foam, metal shingles, mineral-surfaced roll roofing, modified bitumen or single-ply membrane without tearing off. It is not allowed where the existing roof is water-soaked or deteriorated past being an adequate base, where the covering is slate, clay, cement or asbestos-cement tile, or where two or more coverings already sit on the deck. Then the next job is a full tear-off.
Not this page first. An opening letting water in during a storm is made safe before anything else, and temporary cover belongs to storm damage and board-up. The wet ceilings, insulation and flooring underneath belong to water damage restoration, which is a separate request. The permanent roof work is surveyed and scoped here once the building is secure, and the files carry the same reference.
