Nearly one Waterford home in six stands in a building with neighbours above, below or across a hall. The Department of Finance estimate for 1 January 2023 puts 364 of the city's 2,786 homes in buildings of five or more units and 111 in buildings of two to four. When water or smoke crosses between units, each household's belongings are photographed, listed and packed under its own name, while the owner's fixtures and appliances are recorded apart. The standard form fire policy asks each insured for a complete inventory of its own property.
Roofs are the repair Waterford's own survey found most often, and a roof that lets go puts water on everything below it. Going door to door through all 2,163 homes in July and August 2002, the City found 508 needing some rehabilitation and 468 needing re-roofing or roof structure replacement, the largest cluster of them between Church Street, La Gaulina Avenue, Tim Bell Road and Yosemite Boulevard. City staff describe those homes as older and fairly small, which leaves little room to work around the furniture, so the room is emptied instead.
In Waterford's older houses the repair itself is a reason to move the contents out. The 2002 survey counted 89 homes needing some or all of their windows replaced, and flagged wood-sash windows with peeling paint as a lead-paint source in older homes. Where work will disturb old painted wood or the materials behind a wall, belongings are inventoried and taken out before it begins, so they are neither contaminated nor standing in the way of the crew.
The river side of Waterford has flooded, and flood water reaches the contents before it reaches anything else. In January 1997 residents of the river area were evacuated to the Community Center, and the General Plan places the Tuolumne corridor, Highway 132 included, in the Don Pedro Dam inundation area, on slopes it calls extremely vulnerable to landslides. FEMA asks for photos and video of structural and personal property, the insides of closets and cabinets among them, before anything is discarded.
Downtown Waterford's shops and offices keep paper and stock the City's plan already worries about. The downtown centres on E Street and Bentley Street and runs south across Highway 132, and the General Plan names the few concrete-frame buildings from before 1976, mostly commercial, and the condition of the older downtown buildings. Where water has reached shelving or filing cabinets, EPA Table 1 has valuable papers photocopied and the originals frozen or freeze-dried, while fixtures and stock are counted by room.
When the Tuolumne flooded in January 1997, people evacuated from the river area were housed at the Waterford Community Center. A household that leaves at that speed leaves its belongings behind, and the inventory begins with what the water reached.
Waterford is 14 road miles from the Modesto base, east on Yosemite Boulevard, State Route 132, which runs on through the city. Each carton is labelled with its room, and the return is checked against that label.
Yosemite Boulevard carries the crew east from the Modesto base, and the turns are E Street for downtown, Tim Bell Road for the northern tracts and Skyline Boulevard for the east end; the City's corridor study calls the highway congested at peak commute hours. Propertyvendr sets a time inside the 90 to 120 minute window at acknowledgement.
A walk-through with the owner or manager, and with the adjuster when one has been assigned, fixes which rooms are cleared, which items are cleaned in the building and which are put aside for inspection. Damaged and undamaged property is separated as it goes, before any cleaning agreement is signed.
Photographs and video take in each room and the insides of closets and cabinets, serial numbers come off appliances, and samples of carpet, upholstery and window treatments are set aside.
Labelled by room against the inventory, cartons leave a Waterford house, an apartment landing or a Bentley Street shop for secure storage.
The loss decides the method: S700 after fire residue, the S500 contents component after water, S520 where mold is found. Upholstery is extracted and dried, books and papers frozen or freeze-dried, drapes cleaned as their manufacturer directs, and anything beyond restoring is held and listed.
Contents keep to secure storage while the building is dried and rebuilt, with relocation and storage costs recorded.
With the rebuild finished, cartons return to the rooms on their labels, checked against the inventory, and the contractor's photos, reports, scope and invoice reach the client area.
Waterford's areas differ in what the loss reaches: an apartment household, a small older house, a shop's records or a riverside home.
The downtown east of the old rail corridor, crossing south over Highway 132, with the few pre-1976 concrete-frame buildings the General Plan names. Shop stock, fixtures and records are counted by room before anything is lifted.
The largest 2002 cluster of homes needing work: single-family houses, duplexes and apartments that City staff describe as older and fairly small. Rooms that size are emptied rather than worked around.
Surveyed in 1868 as twelve blocks and 192 lots, with its street pattern still visible in the southeast of the community. In houses on these old lots, contents leave before old finishes are disturbed.
One of two smaller neighbourhoods the 2002 survey singled out for rehabilitation, at the far eastern end where Highway 132 thins to 3,300 vehicles a day. Household goods are listed in the house first.
Mostly older homes, with the Space in the Shade mobile home park on Yosemite Boulevard just outside the city limits. Coach contents come out so the floor beneath them can be lifted.
277 homes filed in 2003 on 66 acres beside the Tuolumne, served by their own two-well water system. Houses nearest the river are the first emptied once water has come up.
About 425 acres planned for some 1,642 homes around a recreation lake, with building on the first 412 lots expected from 2027. Homes there will be inventoried like any others once they are occupied.
The Waterstone subdivisions where the MID Waterford Lower Main Canal and Main Canal cross north Waterford, with Bonnie Brae street work at bid in 2026. New houses are packed out room by room as well.
A Caltrans highway with only intermittent sidewalks, lined by the city's present industrial base and the river frontage. Office areas leave for cleaning, while stock in a yard stays with the tenant's own logistics.
The wastewater plant stands on the bluff south of Riverside Drive, beside River Park and the S. Reinway trailhead, inside the Don Pedro inundation area. Flood-soaked contents are listed and held for the adjuster.
The Fahmy Annexation proposes 98 lots at North Reinway and Eucalyptus, and a gated 53-unit group of duplexes and houses is approved on Washington Road. In a duplex, two households' goods are listed apart.
The MID Modesto Main Canal forms the northern boundary and acts as a drainage divide, with growth land beyond it toward Dry Creek. Contents in outbuildings on these parcels are inventoried with the house.
Yours are listed under your name and the owner's fixtures and appliances under the owner's, with separate photographs for each. The Department of Finance estimate counts 364 Waterford homes in buildings of five or more units and 111 in buildings of two to four, so more than one household is often affected at once. Which policy pays for which items is settled between the adjusters, not on the inventory.
It changes the order of it. The City's 2002 survey flagged wood-sash windows with peeling paint as a lead-paint source in older homes, and found 89 homes needing some or all of their windows replaced. Where repair will disturb old painted wood, the belongings in that room are photographed, listed and taken out before the work starts, so nothing standing there is contaminated or in the way.
They are recorded where they lie before anything is moved, the insides of closets and cabinets included, and material samples of carpet and upholstery are kept. Porous items the flood water reached are listed and held for the adjuster rather than cleaned and returned, while hard items are cleaned and go back on the inventory. The General Plan places the corridor in the Don Pedro Dam inundation area.
The material decides. EPA Table 1 has non-valuable books and papers discarded, valuable ones photocopied and the originals frozen in a frost-free freezer or meat locker, or freeze-dried. Upholstered furniture may be difficult to completely dry within 48 hours, so a valuable piece is put to a specialist, and window drapes follow the manufacturer's laundering or cleaning instructions. Hard surfaces are wiped down and dried.
Not where a declared state of emergency applies to a residential policy. The insurer must then accept an inventory using groupings of categories of personal property, and it may not require its own form when the insured's holds substantially the same information. On a total loss of a furnished primary dwelling it offers at least 60 percent of the personal property limit without an itemized claim, and the balance is claimed afterwards.
Sometimes. Items in a room the crew can work around are cleaned where they stand, under the fire or mold scope. They go when drying equipment needs their floor, when the floor or wall under them is coming out, or when they would keep taking damage if they stayed. City staff describe much of central Waterford's housing as fairly small, which often settles it. The reason is recorded room by room.
