Dry rot repair in Lathrop, CA

Roofs, windows and siding timber on the older streets east of Interstate 5, awning posts and decks across the five mobile home parks, stairs and landings on the multifamily buildings the City already targets: dry rot repair removes the decayed wood and the water route with it.

Why dry rot happens in Lathrop

The name says dry and the mechanism says otherwise. The USDA Forest Products Laboratory's Wood Handbook records that the term is incorrect, because wood must have available moisture for decay and water vapour in humid air alone will not wet it enough. Lathrop concentrates its wetting: the City works from a rainy season running late October to early May, with more than 88 percent of an average 12.2 inches falling from November to April and dense tule fog through the mild winters.

Almost all the housing is new, so the older stock stands out sharply. Of 6,290 units, 435 were built in 1970 or earlier and 1,700 before 1990, while 54.1 percent went up after 2000. The City estimates fewer than 69 units are dilapidated and about 348 need one or more major repairs, and says that where homes are older the work typically runs to re-roofing, windows, plumbing, electrical and siding, which are the four external trades that keep water out of framing.

Two named neighbourhoods east of the freeway carry most of that work. The housing element points at the blocks from 5th to 7th Street between Lathrop Road and O Street, and at the older area between Warren Avenue and West Lathrop Road from South Harlan Road to the residences on Avon Avenue. Both lack curbs, gutters and sidewalks, so surface water runs where the ground takes it, and the pest regulations call faulty grade level a condition likely to lead to infestation or infection.

The City has already said which stock it wants money spent on. Its housing plan aims investment at the mobile home parks and at multifamily buildings more than twenty years old, and counts five parks along Harlan Road, Louise Avenue and Mossdale Road holding 283 spaces between them, with 381 mobile homes recorded citywide. Where a multifamily building holds three or more dwelling units and its wood walking surfaces sit above six feet, Health and Safety Code 17973 applies.

Some of the ground here holds water and moves with it. Most soils in the planning area are coarse and fine sands and sandy loams, but Egbert silty clay loam has moderate to high shrink-swell potential and Merritt silty clay loam is poorly drained. Chapter 23 of the California Building Code keeps wood siding not less than six inches from earth and two inches from concrete steps, porch slabs and patio slabs unless the siding, sheathing and framing are durable or treated.

Lathrop fact

Only 435 of Lathrop's 6,290 homes were standing in 1970 or earlier, and 54.1 percent went up after 2000. The City aims its repair money at the mobile home parks and the multifamily buildings more than twenty years old, which is where most of the town's weathered timber actually is.

Dry rot repair, as delivered in Lathrop

Twenty-four road miles from the base, north on Highway 99 through Manteca and west to the Bypass. Every visit leaves the same file: report items marked, moisture readings at each opening, photographs, and the estimate.

1
Request and site visit

The request describes the building, the report already held and the member behind the call. Site visit scheduled at a time that suits you. Start date set in the written estimate. At a mobile home park that means agreeing access under an awning and across a skirted space; on an apartment block, keeping a stair usable while it is opened.

2
Find the water first

Probing and metering come before any figure. Areas a report marks inaccessible or holds for further inspection are opened, and the water is traced back to a roof edge on an older house east of the freeway, a walkway membrane, a service line, or ground running to a wall where there is no kerb.

3
Code and permit path

Structural framing, decks and exterior stairs are permitted by the City of Lathrop Building Department at 390 Towne Centre Drive, with every application made through the Lathrop Civic Access Portal.

4
Written estimate

Each finding is written as a line against its report number, with replacement or sistering named for the member, and the unopened areas priced as allowances.

5
Make safe and remove

Any edge opened more than seven and a half feet above the ground takes temporary railings or personal fall protection first, with shoring where an engineer directs it. Decay is cut back to sound wood, and painted trim on pre-1978 housing is removed under lead-safe work practices.

6
Rebuild with the right wood

Treated or naturally durable timber, corrosion-resistant fasteners, members dry before they are covered, removals to a permitted facility.

7
Handover

The permit final where one was pulled, photographs of each member before and after, and the repair record handed to the owner or association and kept in the client area.

Where dry rot happens in Lathrop

Interstate 5 splits Lathrop into an old east side and a new west one, and the timber on each side is a different age entirely.

5th to 7th Street, Lathrop Road to O Street

One of two areas east of the freeway the City names for scattered units needing repair, without curbs, gutters or sidewalks. Older homes here typically need re-roofing, windows and siding, and the framing behind those three is what a survey opens up.

Warren Avenue to West Lathrop Road

The second older neighbourhood, running from South Harlan Road to the houses along Avon Avenue, also without kerbs or sidewalks. Where there is no kerb line, surface water takes its own route to a wall, and the mudsill on that side is the member that shows it.

Harlan Road, Louise Avenue and Mossdale Road mobile home parks

Five parks holding 283 spaces between them, from a 167-space estate on South Harlan down to a two-space park, part of 381 mobile homes counted citywide. Every repairable piece of timber on a space is an addition: awnings, steps, decks and skirting framing.

Crossroads Industrial Park

About 528 acres north and east of the I-5 and SR 120 interchange, inside the city limits since incorporation in 1989 and carrying county-era land use restrictions into a development agreement. Timber on industrial shells is canopies, door surrounds and office fit-out.

Sharpe depot and Roth Road

A 727-acre federal depot established in the early 1940s for storage, handling and shipment of general supplies, whose buildings are the greatest concentration of recorded cultural resources in the planning area. Buildings of that generation carry timber canopies and loading structures.

South Lathrop: Gateway and TriPoint

168 acres of limited industrial land between the two Union Pacific tracks, and a 315-acre specific plan south of SR 120 planned at 4.85 million square feet of warehouse and distribution buildings. New shells, so the exposed wood is fencing, screening and canopy framing.

Central Lathrop and Stanford Crossing

About 1,521 acres west of the freeway, adopted in 2004 and annexed the following year, with Phase 1 allowing neighbourhoods, commercial areas, a high school and a community centre. Civic and school buildings here bring long covered walkways and their posts.

Mossdale Landing

Part of the 1,161-acre Mossdale Village west of the freeway, entitled for about 1,700 dwellings and 654,000 square feet of commercial space beside a river-edge open space corridor. Attached and village-scale housing puts stairs and shared landings into the mix.

Mossdale Landing East and South

About 485 homes south of River Islands Parkway with roughly half a million square feet of commercial uses, and 140 more homes with service commercial to the south. Highway-frontage commercial means canopies and sign surrounds rather than structural timber.

River Islands Phase 1

A master-planned community on Stewart Tract, an island in the Delta ringed by levees, with Phase 1 planned at 4,284 homes around a town centre, lakes, parks and schools. Lakeside and park structures are timber by design and stand fully in the weather.

River Islands Phase 2 and the Paradise Cut edge

Approved in 2021, taking the plan past 15,000 homes with a town centre at Paradise Road and build-out expected by 2040, beside a setback levee built in 2019. Everything here is new, so a finding is a detail: a post base, a ledger flashing, a fastener.

Southeast Stewart Tract and Dell'Osso Farms

913 acres east of the Union Pacific tracks, designated for existing housing, recreation and highway commercial, with the rail embankment acting as a boundary between reclamation districts. Farm and recreation buildings out here put posts and sills straight into the ground.

Questions from Lathrop property owners and managers

The City of Lathrop Building Department at 390 Towne Centre Drive, and every application goes through the Lathrop Civic Access Portal. A permit is required for most construction projects, remodelling among them, which takes in structural framing, decks and exterior stairs. For a property in the floodplain the City also advises obtaining a floodplain development permit where one is required. The owner or the contractor assigned to the request files it.
