Why the power comes off first

Energized work is only reached through a decision. 8 CCR 2320.2 holds that work shall not be performed on exposed energized parts of equipment or systems until responsible supervision has decided the work is to be done energized, personnel are instructed, and suitable personal protective equipment and safeguards, such as approved insulated gloves or insulated tools, are provided and used. Everything else comes off first.

Taking it off has four steps of its own. Before work on de-energized equipment, 8 CCR 2320.4 has the involved personnel notified, the disconnecting means locked in the open position, the disconnecting means tagged, and stored energy such as capacitors blocked or dissipated. The lockout rules that cover cleaning, repairing, servicing, setting up and adjusting machines run alongside it wherever an unexpected start-up could injure someone.

In a rental, light and power are on the habitability list. Civil Code 1941.1 makes a dwelling untenantable where it substantially lacks electrical lighting, with wiring and electrical equipment that conformed with applicable law at the time of installation, maintained in good working order. Health and Safety Code 17920.3 reaches the same ground from the other side: all wiring is a substandard condition except wiring that conformed when it was installed and is currently in good and safe condition and working properly.

A mechanical change can turn into an electrical one. Where a replacement rooftop unit's alteration exceeds the capacity of the existing main service panel or service transformer, the energy code has an electrical load calculation submitted under Article 220 of the California Electrical Code. Ladders near unprotected energized conductors or equipment are non-conductive, under 8 CCR 3276.

What commercial electrician includes

1
Scope and isolation plan

What is being worked on, what feeds it, and which loads come off with it are settled before any cover is removed. Where the work cannot be done dead, that decision is taken by responsible supervision, the people involved are instructed, and the protective equipment goes in place.

2
Notify, lock and tag

Involved personnel are told, the disconnecting means is locked in the open position and tagged, and stored energy such as capacitors is blocked or dissipated before the work starts.

3
Prove dead

The circuit is tested at the point of work rather than at the panel, because a shared neutral, a second feed or a mislabelled way is what catches people out.

4
Repair or replace

Cable, accessory, device, protective device or equipment is repaired or replaced, terminations remade, and the circuit identified on the board so the next person reads the same thing.

5
Energize and test

The lock and tag come off in order, the circuit is restored, and the equipment on it is proved under load.

6
Record

Photographs of the board before and after, what was replaced, the test results and the permit final where the work needed one, filed into your client area.

The rule

A circuit is dead when it has been proved dead at the point of work. A label on a panel, a tenant's memory and a board drawing are all starting points, and none of them is a test.

Where electrical work is needed

Offices and medical suites

Boards feeding a floor of workstations and equipment, where a fault takes a whole tenancy off and the work near energized panels is planned in advance.

Tilt-up warehouses and industrial

Long runs, high-level fittings and equipment feeds, with roof-mounted plant that can push the service beyond what the existing panel carries.

Apartment complexes and rentals

Unit circuits, lighting and equipment on the habitability list, and older services sized for the loads a building was built with.

HOA common areas

Lighting, gates, pumps and the common-area board, where an interruption that starts on the association's side runs against the board's 14-day duty.

Retail and restaurant units

Kitchen equipment, signage and display circuits added over successive fit-outs, where the board rarely matches what is actually connected to it.

Single-family rentals

Whole houses with original wiring and a small service, where lighting and equipment are what a tenant reports and the code reads as a condition.

Questions about commercial electrician

Only where responsible supervision has decided the work is to be done energized, the personnel are instructed, and suitable protective equipment and safeguards such as approved insulated gloves or insulated tools are provided and used. Otherwise the equipment comes off: notify, lock the disconnecting means open, tag it, and block or dissipate stored energy.
