Home remodel in Atwater, CA

Three in five Atwater homes are over forty years old, and a home remodel works on exactly that stock: kitchens, baths, room additions and accessory dwelling units in Sierra Vista, Fluhr, Castle Gardens and the blocks around Broadway, measured on site, classified against the code, permitted by the City and built to inspection.

Why home remodel work is needed in Atwater

Sixty percent of Atwater's occupied homes are more than forty years old, and the age is concentrated. Of 10,309 occupied homes, 6,234 pass that mark: 2,531 from the 1970s, 1,537 from the 1950s, 819 from the 1940s and 218 from 1939 or earlier, against only 329 built since 2010. Downtown's census tract holds the largest share of homes built before 1960. On any house from before 1978, disturbing paint puts the work under the EPA renovation rule unless the components test clear of lead.

The neighbourhoods built for the air base are the ones where the flooring question comes up most. Fluhr was built from 1941 to house Castle Air Force Base families, the 1950s and 1960s added subdivisions particularly in the north-west, and the base itself ran until 1995. Cal/OSHA section 1529 treats asphalt and vinyl flooring installed no later than 1980 as asbestos-containing until testing shows otherwise and puts the duty to determine what is present on the owner before demolition begins.

One home in five here is in a building with other homes in it, and the fixture rule changes with that. Of 10,468 units, 6,947 are detached single-family, 637 attached, 1,594 in buildings of two to four units and 583 in buildings of five or more. On a single-family home final permit approval waits until every noncompliant fixture in the property has been replaced; in a building of more than one unit Civil Code 1101.5 works room by room instead, on the rooms the permit covers.

Atwater has no natural watercourse, so every extra square foot of roof ends up in a canal that is metered. Runoff leaves the city through irrigation canals and two district drainage canals, and a major part of it drains through the Atwater Drain south of the city, which has a fixed discharge rate the City has to meter flows into. The district sets a maximum discharge rate for each development, requires discharge to stop when its facility cannot take more, and requires a detention basin to hold runoff until capacity returns.

The City runs the plan review and the inspections itself, on its own notice period. The Building Division, part of the Community Development Department at City Hall on Broadway Avenue, conducts plan reviews and field inspections, and an inspection needs 24 hours' notice, requested by four in the afternoon for next-day service. Castle Airport and the Castle Commerce Center lie outside the city limits, so work on that ground is confirmed against the right authority before a scope is written.

Atwater fact

Of 10,309 occupied homes in Atwater, 6,234 are more than forty years old and 2,531 of them date from the 1970s alone, against 329 built since 2010. Almost every remodel here is therefore work on a house with at least one generation of finishes already in it.

Home remodel, as delivered in Atwater

Atwater is 32 road miles from the Modesto base, down Highway 99 to the Atwater Boulevard or Applegate Road interchange. The measurements, drawings, permit file and inspection record are kept as one document.

1
Request and site visit

The request names the address and the rooms. On site the rooms are measured, the build year is read against 1978 for paint and 1980 for flooring, the service and the drainage away from the footprint are noted, and the owner's list of changes is written down in the same visit. Site visit scheduled at a time that suits you. Start date set in the written estimate.

2
Scope and classification

Each element is then classified. Renewing what stands is a repair, changing layout or finishes is an alteration, and floor area, storeys or height added is an addition, and only the last brings new conditioned volume. In a post-war house the wall being removed is checked for whether it is carrying load before anything else in the scope is priced.

3
Drawings and energy documents

Plans are prepared where the City wants them, and a certificate of compliance goes in with the application wherever the envelope, the ducts, the heating and cooling or the water heating change.

4
Permit

The City of Atwater Building Division at City Hall on Broadway Avenue runs the plan review and the field inspections, and each inspection is booked a day ahead, requested by four in the afternoon for next-day service.

5
Written estimate and contract

The written estimate sets out line items marked fixed or subject to change on findings, and the contract carries the statutory notices. A down payment stays at one thousand dollars or ten percent of the amount, whichever is less, payments follow completed work, and change orders are signed before the extra work begins.

6
Build in inspected stages

Rooms in a pre-1978 house are contained before demolition, the asbestos position is settled first, debris leaves for a permitted facility that has agreed to take it, and inspections are called before permitted work is covered.

7
Final and handover

Alarms go in at the positions a new dwelling would need, the final approval waits on State Fire Marshal listed smoke alarms and on the fixture replacements, and the permit card, energy documents, manuals and photographs are handed to the owner.

Where home remodel work is needed in Atwater

Seven named neighbourhoods and a ring of commercial ground, with the age of the housing falling away from the centre outwards.

Downtown Atwater, Old Town and Broadway

Bounded by Juniper Avenue, Highway 99, Shaffer Road and North Winton Way, this is the historical core, with older homes and businesses on smaller lots and single-storey houses from the early twentieth century. Its census tract holds the largest share of homes built before 1960, which is where the lead and flooring rules bite hardest.

North Atwater

Bounded by Bellevue Road, Juniper Avenue, Shaffer Road and North Winton Way, mostly single-family zones with some commercial and high-density ground. Older housing is concentrated here along with Sierra Vista and downtown, and this is one of the two densest parts of the city, so setbacks matter early in an addition.

Sierra Vista

Between the city limits, Atwater Avenue and North Winton Way, mostly single-family with medium and high density nearer the highway. It holds some of the oldest single-family housing in the city with newer building added in recent decades, and renter units are concentrated here, which changes who receives the lead pamphlet.

Fluhr

Built from 1941 to house Castle Air Force Base families, mixing older post-war housing with industrial areas, and bounded by the city limits, Bellevue Road and North Winton Way. Houses of that vintage are where original wiring, original flooring and a first full kitchen rebuild tend to arrive together.

Castle Gardens

Between East Bellevue Road, East Juniper Avenue, the eastern city limits and Shaffer Road, mainly single-family zoning. Like Fluhr it was first developed near the base for military families and mixes single-family with multi-family housing, so the fixture rule that applies depends on the building rather than the street.

Buhach

Bounded by East Juniper Avenue, the city limits and Shaffer Road, mostly low-density residential with commercial ground. East Buhach holds some of the city's newer development and the area has one of the lowest renter shares, so remodels here are more often owner-led layout changes than systems replacement.

McSwain

South of Highway 99 and Atwater Boulevard, mostly business parks and single-family planned developments, with the newest development in the city and the lowest renter share. Its census tract runs well beyond the city boundary, so the permit authority is confirmed for parcels near the edge.

South-east floodplain, south of Bellevue Road and east of Buhach Road

The Housing Element's flood section places this corner inside the 100-year floodplain, and the county count puts 354 improved parcels, 342 of them residential, in the city's floodplain. Sources within the city's own documents disagree on the extent, so the zone is confirmed at application rather than assumed.

Applegate Road and the SR 99 retail node

A power centre of about 470,000 square feet stands at Applegate Road and the highway, with a further centre nearby, and Applegate Road carries 17,551 vehicles a day between Sycamore Avenue and Bell Drive. This is retail ground; the residential work near it is on the streets set back from the frontage.

Bellevue Road centers

Several older shopping centres line East Bellevue Road, some anchored by supermarkets or replacement stores, on a road carrying 16,952 vehicles a day between Constitution Drive and Muir Avenue. Houses behind them are the remodel subject; the centres themselves are commercial construction rather than home remodelling.

Industrial south of Highway 99 and the business parks

Industry concentrates in the south of the city, with a large cluster south of the highway and east of the Applegate centre, and other uses between the rail line and the highway. About 1.17 million square feet of industrial space sits in the city, none of it in a home remodel scope.

Castle Airport and Castle Commerce Center, outside city limits

The former base covers 2,777 acres with a single 11,802-foot runway and adjoins the city's north-eastern boundary; Atwater sells water to the commerce centre and the airport. Because the ground lies outside the city limits, the permitting authority for anything there is established before a scope is written.

Questions from Atwater property owners and managers

The City's Building Division, part of the Community Development Department at City Hall on Broadway Avenue, carries out both the plan reviews and the field inspections. An inspection needs 24 hours' notice and is requested by four in the afternoon for next-day service, and the permit counter is open Monday to Friday from eight until four, closed between noon and one. On a staged job that notice period shapes the order of work, because a rough-in has to be signed off before it is covered.
