Every Vernalis house with a recorded build date went up before 1960, which settles the method before the scope. Of the 19 assessor parcels touching the County's community boundary, six carry a year built: 1914, 1923, 1940, 1941, 1948 and 1959, three of them two storeys, and none later. Removing cabinets, trim, a window or a wall in a house of that age disturbs painted surfaces, so the federal renovation rule applies unless the components are tested clear of lead first.
The floors in that stock carry their own presumption. Cal/OSHA section 1529 treats asphalt and vinyl flooring installed no later than 1980 as asbestos-containing unless shown otherwise, and it puts the duty to determine the presence, location and quantity on the building owner before the work begins. The county's housing work places the census tract holding Vernalis and New Jerusalem among the unincorporated areas where more than half of the housing units were built before 1990, so the presumption is the normal starting point rather than the exception.
Part of the ground under the community is rated very high for expansion. Two soil map units fall inside the boundary: Vernalis clay loam, rated moderate with a maximum linear extensibility of 4.5, and Capay clay, rated very high at 10.5, both in hydrologic group C, and the County's own public works layer marks the area expansive. Soil that swells when wet and shrinks when dry works on a shallow new footing long before it shows in the old house, so a footing for an addition or a detached unit is designed for it.
No public water, no sewer and no drainage system means an added bathroom starts at the tank. The County's service summary for Vernalis ticks groundwater, domestic wells, septic systems and drainage by ditches and ponds, and its water, sewer and storm district layers return nothing inside the boundary. Where a lot is on septic, Government Code 66323 lets the agency require a percolation test completed within the last five years before an accessory dwelling unit is approved.
The county line runs through the settlement, so the counter depends on the parcel. On the San Joaquin side, the County Building Division at 1810 East Hazelton Avenue in Stockton does plan review and permitting for all new construction, additions and remodels on residential property, and the construction inspection that goes with it. Portions of the community lie in Stanislaus County, where the counter is in Modesto and the rule reaches rebuilding and remodelling as well as new work.
The County's general plan gives the Vernalis community boundary about 142 acres and a population of about 36, with 73.8 acres in agriculture and about four acres residential. Almost every job here is on one of a handful of old houses, so nothing about the stock is assumed.
Vernalis is 16 road miles from the Modesto base on Route 132, the state highway between the two, which meets Route 33 at the community's own Caltrans count point. One record carries the measurements, drawings, permit file and inspections.
The request names the parcel, not just the street, because the county line runs through the settlement. On site the rooms are measured, the build year is read against 1978 for paint and 1980 for flooring, and the well, the septic field and the ground around the footprint are noted. Site visit scheduled at a time that suits you. Start date set in the written estimate.
Each element is then placed against the code's three terms: renewing what stands is a repair, changing the layout or the finishes is an alteration, and adding floor area, storeys or height is an addition. On a two-storey 1920s house, opening a ground floor usually crosses into structural work, which is itemised on its own line with its own inspection.
Plans are drawn where the county wants them, and a certificate of compliance goes in with the application wherever the envelope, the heating and cooling or the water heating changes.
The application goes to San Joaquin County's Building Division on East Hazelton Avenue in Stockton, whose records run through its online portal, or to Stanislaus County in Modesto where the parcel sits on that side of the line.
The estimate is written as line items marked fixed or subject to change on findings, and the contract carries the statutory notices. A down payment is capped at one thousand dollars or ten percent of the amount, whichever is less, progress payments never run ahead of the work done, and extra work waits for a signed change order.
Rooms in a pre-1978 house are contained before anything is opened, the asbestos position is settled first, debris leaves for a permitted facility that has agreed to take it, and the inspection is called before permitted work is covered.
Smoke and carbon monoxide alarms go in where a new dwelling would need them, the final approval waits on State Fire Marshal listed smoke alarms and on the fixture replacements, and the permit card, energy documents, manuals and photographs go to the owner.
Eight named places make up Vernalis, and only two of them hold the houses a remodel is actually written for.
Two Caltrans count points carry the community's name where the routes meet, with 16,600 to 17,600 vehicles a day on 132 and 2,900 to 3,600 on 33. The corner parcel is zoned rural service commercial and the whole community holds 0.8 acres of commercial use, so nothing residential is scoped here.
The county's address points inside the boundary run along South State Route 33, and the parcels there carry the community's recorded build years of 1914, 1923, 1941, 1948 and 1959, three of them two storeys. Every house on this frontage is on a domestic well and a septic system, with no water, sewer or drainage system behind it.
The other addressed street inside the boundary, with a house recorded as built in 1940 and parcels running from about 5.7 to 139 acres, the largest under a Williamson Act contract. Lot size is not the constraint on a backyard unit out here; the septic field and the percolation test are.
A warehouse industrial zone with an industrial and limited general plan designation sits inside the boundary, and the plan counts about 12 acres of industrial use. No source read gives the occupant, building type or floor area, and nothing residential is written against it.
The former Southern Pacific line passes through or borders the community, and Vernalis began as a stop on that 1880s line, where a few stores and a post office were built. The oldest houses stand within sight of the corridor, which is where the two-storey frontages came from.
Part of the community lies across the San Joaquin and Stanislaus county line, and the general plan places the Vernalis General Store, with the early 1900s oil pumping facility south of it, on the Stanislaus side. A permit for a house on that side comes from Stanislaus County in Modesto instead.
Agriculture covers 67 percent of the community, on prime soils, and the ground is Vernalis clay loam at moderate expansive potential and Capay clay at very high. The wartime camp site east of town was planted as an almond orchard that has since been removed; nothing else is recorded about buildings on this ring.
The Vernalis gauge sits about three and a third miles north-north-east of the community point. The Weather Service's impact statements for it begin with seepage into crop areas outside the levees at 21 feet and severe seepage at 26, while the community polygon itself is mapped FEMA Zone X.
It depends on the parcel rather than the mailing address, which is itself split: the county's ZIP layer maps the community point to Vernalis 95385 while its address points carry Tracy 95304. On the San Joaquin side, the County Building Division at 1810 East Hazelton Avenue in Stockton does plan review and permitting for new construction, additions and remodels on residential property, with records through its online portal. On the Stanislaus side the counter is at 1010 10th Street in Modesto.
It adds one step early and one all the way through. Where a lot is served by an onsite septic system, the agency may require a percolation test completed within the last five years before approving the unit, so that is booked at the start rather than after drawings. The county's service summary for Vernalis records no water system, no sewer system and no drainage system, so the new kitchen and bathroom plumbing is sized against the field and the well already there.
It changes the footing rather than the room. Capay clay is rated very high for expansive potential with a maximum linear extensibility of 10.5, against 4.5 for the Vernalis clay loam that covers the rest, and the County's own public works layer marks the area expansive. Soil that swells when wet and shrinks when dry moves a shallow new footing against an old house, so the foundation for new floor area is designed for the unit the parcel actually sits on.
Two determinations. The lead rules apply to paid work disturbing painted surfaces in a pre-1978 home unless the affected components are tested and found free of lead at the levels the rule sets; you receive the Renovate Right pamphlet no more than 60 days before work begins and acknowledge it in writing. Separately, the owner determines the presence, location and quantity of asbestos-containing material, with flooring installed no later than 1980 presumed to contain it until testing says otherwise.
The whole community polygon lies in Zone X, an area of minimal flood hazard, on the countywide map panel effective 16 October 2009, and the County's own public works flood layer returns no for the community. That is what the record shows for the mapped zone. It is not a statement about the river: the Weather Service's impacts for the Vernalis gauge start with seepage into crop areas outside the levees at 21 feet, which is farmland rather than the town site.
A signed and dated copy goes to the buyer before work begins. It carries the contract price, a description of the project and the significant materials and equipment, a schedule of progress payments stated in dollars and cents against specific work, and approximate start and completion dates, along with notices on insurance, extra work, the mechanics lien warning and the right to cancel. A change order becomes part of the contract only in writing and signed by both parties before that work starts.
