On a Patterson distribution roof the area is so large that one open lap is expensive before it is visible. Keystone Pacific Business Park beside Interstate 5 holds 5,250,000 square feet of distribution centres and 175,000 square feet of flex space, and the Restoration Hardware building on Rogers Road covers 1.5 million more. Winter wind works at a single-ply seam or a run of edge metal until it stays open, and the insulation under it takes water for weeks. Skylights on spans that size are protected under Title 8 section 3212 before any work begins near one.
The year's rain comes in one band and the summer sends nothing at all. The 1991-2020 normals at the Newman station, the nearest to Patterson, give 11.71 inches a year with 9.85 of it between November and March, 2.66 inches in January alone, and 0.00 in both July and August. July's normal maximum is 100.0 degrees. Roofs bake and load with debris through the dry half, then meet the whole wet half in one run of storms.
Downtown the roofs sit behind parapets on buildings that predate every code they have been repaired under. The town's streets radiate from a central circle, the Plaza Center Building dates from 1909 to 1910, and the County hazard plan records unreinforced masonry buildings in the City without a completed inventory. The Housing Element puts the oldest infrastructure and the greatest need for rehabilitation in the downtown and eastern areas. Where two or more coverings already sit on such a deck no further recover is allowed, and the next job is a tear-off.
Patterson is a town of street trees, and street trees end up in roof drains. Thomas W. Patterson planted the major streets with palms, eucalyptus and sycamores, and Urban Forestry now maintains more than 18,000 city street and park trees. The City's own storm advice warns that heavy rain and gusts bring downed trees and branches. Leaves off those species mat over an outlet in a single night, and a limb strike opens a membrane that then has to be made safe before it is repaired.
Past a threshold a Patterson re-roof carries energy-code values as well as roofing ones. Where more than 50 percent of the roof area or more than 2,000 square feet is altered, whichever is less, the product must reach a 3-year aged solar reflectance of 0.63, thermal emittance of 0.75 and SRI 75 in every climate zone, recoating and recovering included. On a distribution roof any section of real size passes the square-foot line at once, so the values are settled at survey rather than at the estimate.
The Zacharias and Baldwin annexations the City approved in 2024 bring 1,300 acres, over 5,000 dwelling units and over 7.6 million square feet of commercial and industrial floor area. Roof area on that scale is inspected in sections, on a plan, not in one walk.
From the Modesto base the run is 18 road miles west, arriving by Highway 33 or through the Sperry Avenue interchange off Interstate 5. Survey notes, the marked plan and the photographs stay in one file.
A request records the building, the roof over it and what has shown inside, and the visit that follows settles roof access, the staging point and which tenants sit beneath the work area. Site visit scheduled at a time that suits you. Start date set in the written estimate.
On a Patterson roof of any size the survey is walked in sections: outlets, laps, edge metal, equipment curbs and skylights marked on the plan, wet insulation traced by meter reading or core sample. The same drawing prices a coating and prices a replacement. Owners look from ground level only.
Chapter 15 decides between repair, recover and tear-off, and the City of Patterson's Building Services at 1 Plaza runs the plan check, the permit and the inspections. The assigned contractor pulls it.
The estimate is written line by line, wet-material removal kept off the new-surface line, and states whether the figure is fixed or open to findings.
Scheduling works around distribution shifts on Rogers Road, retail hours near Sperry Avenue and the school calendar, and puts tear-off in the June to September window, when the Newman normals show no rain and highs near 100 degrees make an early start the rule.
Outlets and scuppers are cleared, flashings rebuilt to the maker's instructions, and the tear-off hauled to a permitted facility.
The file closes with the survey as marked, before and after photographs, the warranty terms, the final inspection record and the product rating label wherever the energy code reached the work.
Patterson's roofs run from 1909 storefronts on the Plaza to million-square-foot distribution floors beside Interstate 5.
Patterson's first centre: radiating streets off a circle, with the Plaza Center Building of 1909 to 1910 standing on it. The hazard plan records unreinforced masonry buildings in the City with no inventory completed, and these blocks carry the oldest infrastructure.
The Housing Element makes this a priority for capital projects and neighbourhood clean-ups, with older infrastructure and lower incomes, and parts of eastern Patterson fall inside FEMA's Special Flood Hazard Area. Roof work here is on small, long-serviced buildings.
About 240 acres of treatment works some 2.5 miles east of the city, rated 2.45 million gallons a day and treating about 1.8 million. FEMA's revised 2021 maps put the land next to the river, this facility included, into the Special Flood Hazard Area.
A 692-acre master-planned development bounded by the Union Pacific tracks, Eucalyptus, Sycamore and Walnut Avenues, its Stonegate Villages Apartments complete and later phases under permit review in 2022. Low-slope work here is on common buildings and carport runs.
Both intersections stood under a foot or more of water on the January 2023 morning schools went back, with several other places flooding locally. Roof drainage that discharges at grade has nowhere to go on a day like that.
In January 2023 the S2A basin on Baldwin Road filled faster than the storm system could drain it. The Public Works Corporation Yard at 16215 Baldwin Road hands out sandbags, and Baldwin Ranch South at the road's south end was annexed in spring 2024.
The creek crested at 9.3 feet in January 2023, broke its banks near the Vineyard Avenue bridge and ran into homes and businesses along both avenues. That is ground-level water; the roof above it is a separate scope with its own survey.
The creek comes down from Diablo Grande and winds through the city; in January 2023 it put Oak Flat Road under several feet of water but otherwise held its banks, helped by crews clearing debris. Vegetation along the creek is managed by the City's Urban Forestry.
5,250,000 square feet of distribution centres and 175,000 square feet of flex space beside Interstate 5, with Patterson Fire Station 2, Modesto Junior College and Del Puerto Health Care among its occupants. Roof plans here are worked bay by bay.
The 1.5 million square foot Restoration Hardware warehouse stands on Rogers Road near the park, and a 2012 Draft EIR proposed about 13.47 million square feet on roughly 880 net acres at Rogers Road and Keystone Pacific Parkway. Rogers Road flooded in January 2023.
Interstate 5 carries 45,000 to 51,000 vehicles a day here, and current projects on Sperry include retail at Haggerty, a self-storage facility and the Patterson Logistics Center. Self-storage means long runs of roof over units, with drains that are rarely looked at.
Water coming down the mountainside flooded the Vintner Circle neighbourhood in January 2023, with several inches reaching homes, and local agencies cleared drains and delivered sandbags. Buildings up here sit outside the city limits and are scoped on their own access.
Inside the city, the City of Patterson's Building Services at 1 Plaza enforces the codes for commercial and residential construction and remodeling, and runs the plan check, the permit and the inspections. Flood zone determinations are made by the Public Works Department, usually when a building permit application comes in, which matters on the eastern side of the city and the land beside the river. The contractor assigned to the request pulls the permit, and Propertyvendr confirms the date and keeps the file.
Through the dry half. The nearest normals station, at Newman, records no rain at all in July and August and 9.85 of the year's 11.71 inches between November and March. That leaves a long settled block for tear-off and new membrane, with the heat handled by an early start: June to September maximums run from 94.9 to 100.0 degrees. Drain and scupper clearing then belongs in October. Site visit scheduled at a time that suits you. Start date set in the written estimate.
Usually because the drains filled over the summer. The city's major streets were planted with palms, eucalyptus and sycamores and Urban Forestry maintains more than 18,000 street and park trees, so there is plenty to land on a flat roof, and nothing washes it off between May and October. In January 2023 the basins filled faster than the storm system could drain them and two intersections went under a foot of water; a blocked roof outlet behaves the same way, ponding at the low point until the water finds a lap.
Not the scope, but the access. Creek water is a ground-level problem: in January 2023 Del Puerto Creek inundated Highway 33, Baldwin Avenue and Rogers Road, and its 110-foot bridge over the Delta-Mendota Canal is due for replacement. Roof work is planned around which approach is open on the day, and the staging point is agreed at the site visit. Anything the water reached inside the building is water damage restoration, requested separately.
Past a threshold, yes. The re-roofing rules reach nonresidential low-slope work where more than 50 percent of the roof area or more than 2,000 square feet, whichever is less, is being altered, and recoating counts as an alteration alongside recovering and replacement. Above that line the product has to meet the cool-roof values. Exceptions cover a U-factor alternative, roof area under solar panels, and roof constructions of at least 25 pounds per square foot. On a Patterson warehouse bay the threshold is crossed almost immediately.
Make it safe first. Temporary cover over an opening belongs to storm damage and board-up, and the wet ceilings, insulation and stock underneath belong to water damage restoration. This page is the permanent work: once the building is closed in, the roof is surveyed, the code path is settled and the repair or replacement is priced. All three files carry the same reference.
