Why commercial roofing is needed in Westley

The packing sheds are the biggest roofs in Westley, and the biggest roofs fail at their edges. Agricultural warehouses and packing sheds line Highway 33 and the railroad along the town's eastern side, where the County's 2015 study also places the packing and shipping operations. Wind gets under a lap or a length of edge metal on a span of that width and holds it open, and the insulation under it wets far past the point anyone can see from the floor. Closing an opening the wind has torn is board-up and temporary cover, and the roof repair is scoped here. Warning lines to Title 8 section 1730 go up before a crew works those edges.

Westley's rain arrives in a five-month block, so a roof gets one chance to be ready. The nearest station with 1991-2020 normals, Tracy Carbona, gives 12.72 inches a year, 10.06 of it between November and March, with February at 2.57 inches, January 2.34 and December 2.32, against 0.00 to 0.08 inches a month from July through September. The same normals put the July maximum at 93.2 degrees, which is why roof work here starts early in the day.

What a Westley roof sheds has nowhere piped to go. The community has no storm drainage system at all: drainage is by rock wells in fair condition, with no pipelines and no detention ponds, and gutters exist only on the Migrant Center streets, while the eastern portion of town has no curbs, gutters or sidewalks. That makes the discharge point part of the roof scope rather than an afterthought, because water leaving a scupper at grade stays against the wall it came off until the ground takes it.

On the shop strip the work has to be planned around a two-lane highway and a four-way stop. The commercial area is the west side of Highway 33 from Howard Road to E Street, serving the town and the farms around it, with both grocery stores on the highway, and Caltrans counted 2,500 to 3,800 vehicles a day through town in 2024. Where more than 50 percent of a roof or more than 2,000 square feet is altered, whichever is less, the re-roof values of 0.63 aged solar reflectance, 0.75 thermal emittance and SRI 75 apply to what goes back on.

Part of Westley empties out for the wet months, and an empty building reports nothing. The Housing Authority's migrant center runs 84 rental units on a 180-day season, 18 May to 13 November in 2026, after which the units stand closed through the rain. A roof over a building nobody enters can take a whole winter of water before anyone opens a door in May. The survey on those units belongs before the closure, not after it, and so does the drain clearing.

Westley fact

Caltrans counted 3,800 vehicles a day on Highway 33 at the Grayson and Howard Roads junction in 2024, and 3,000 at E Street, while Interstate 5 three miles west carried 51,000 at Ingram Creek. Roof work on the strip is staged off the highway, behind the building line.

Commercial roofing, as delivered in Westley

The Modesto base is 16 road miles off, reached on Highway 33 or from Interstate 5 by Howard Road and the McCracken Road interchange. The survey, the marked plan and the photographs stay together in one file.

1
Request and site visit

The request is logged with its own reference, and the visit that follows walks the roof, agrees where a lift can stand on a narrow lot and records what the owner already knows about the building. Site visit scheduled at a time that suits you. Start date set in the written estimate.

2
Roof survey

A packing shed is surveyed like a shop: outlets, laps, edge metal, curbs and penetrations onto a plan, with moisture readings or cores showing how far any wet insulation runs. One drawing carries both the coating price and the replacement price. Owners look from ground level only.

3
Code path

Westley is unincorporated, so Stanislaus County's Building Permits Division at 1010 10th Street in Modesto permits the work under Chapter 15. The assigned contractor pulls the permit.

4
Written estimate

Line items come back with wet-material removal separated from the new surface, and the estimate says whether the price holds or moves on what is found.

5
Scheduled around tenants and weather

The plan works around the trading hours of the two grocery stores, the school day and the packing season, and puts tear-off between July and September, when the Tracy Carbona normals sit at 0.08 inches a month or less. Edge protection goes up before it starts.

6
Work and tear-off disposal

Debris is contained on the lot, outlets cleared, flashings rebuilt to the maker's instructions, and the tear-off hauled to a permitted facility.

7
Handover

The owner keeps the survey as marked, photographs of each detail before and after, the warranty terms, the inspection record and the product rating label where the energy code applied.

Where commercial roofing is needed in Westley

Westley's roofs are few and plain: highway shops, packing sheds beside the tracks, a school, a fire station and farm buildings.

Highway 33 commercial strip, Howard Road to E Street

The west side of the highway between the two roads is the town's commercial area, serving Westley and the farms around it, with both grocery stores on the frontage. An administration building of up to 6,500 square feet has been proposed at C Street.

Packing sheds and warehouses along Highway 33 and the railroad

Agricultural warehouses and packing sheds run beside the highway and the tracks on the town's eastern side, in the cluster the County's 2015 study describes. These are the wide, low-slope spans, and their outlets take dust and chaff rather than leaves.

Westley Migrant and Farm Labor Housing Complex

On the west and south-west side of the community, with its own wastewater plant and the two wells that serve the town. Its streets have sidewalks, curbs, gutters and above-ground drainage ditches, and its 84 migrant units close each November until May.

Lettered streets, B Street to E Street

The Community Plan map names B, C, D and E Streets with 2nd and 3rd inside the plan boundary, and E Street is the northern edge of the built community. The irrigation district's office at 116 E Street is on the same small scale.

Howard Road and Livingston Circle

The southern edge of the 2015 study area, a two-lane major road the General Plan designates a four-lane expressway, with a four-way stop at Highway 33. It is the route to Interstate 5, so materials and the tear-off both travel it.

Kern Street fire station and Grayson Charter School

West Stanislaus Fire Protection District Station 53 at 8598 Kern Street is rated in good condition with four apparatus and no guaranteed staffing. Grayson Charter School, a K-5 dual-language school, is in Westley, and its roof is worked to the school calendar.

Walt Avenue, Haidlen Avenue, Beall Avenue and Wildermuth Circle

Residential street names on the Community Plan map, with a bus stop at Griscott Way and Walt Avenue. No source describes their housing, so nothing here is scoped from a map: a building is surveyed on the roof or not at all.

Westley wastewater plant and the River Road force main to Grayson

The Housing Authority's plant, designed for 90,000 gallons a day and considered at capacity, with a 2017 project to pump Westley's sewage about 3.25 miles to the Grayson plant. Plant buildings are small, and their roofs are surveyed with the rest.

WSID South Lateral, the Westley Wasteway and Frank Cox Road

The South Lateral canal and the Union Pacific tracks roughly bound the town on the east, and the County map labels the Westley Wasteway. Buildings on this side sit between a canal and a rail line, which sets where a lift can stand.

Westley Airport, northern edge

On the town's northern edge sits a privately owned strip, in the hands of Valley Crop Dusters and used mostly for crop-dusting flights. Hangar roofs are long, shallow spans, and dust off the strip is what their gutters and outlets collect.

Westley Triangle, Interstate 5 at McCracken Road

A 50-acre parcel at 7001 and 7003 South McCracken Road between the freeway and the California Aqueduct, under code enforcement as an unpermitted container yard, with a truck stop proposed. The applicant's sheet marks it FEMA Zone X.

Farmland edge and the Westley rest areas on Interstate 5

About 1,000 acres of the census place west and north-west of town is prime farmland, most of the land just north under Williamson Act contract. Caltrans runs its rest areas on this stretch of the freeway on their own water and septic.

Questions from Westley property owners and managers

Stanislaus County does. The Building Permits Division sits at 1010 10th Street, Suite 3400, Modesto, open Monday to Friday 8:30 am to 4:30 pm, and the County requires a permit for all new construction, additions, alterations, upgrades, rebuilding or remodeling of existing structures. The Westley Community Services District has no land use authority: LAFCO records that responsibility for land use decisions inside the District stays with the County. The contractor assigned to the request pulls the permit and Propertyvendr keeps the file.
