Atwater's rented homes are mostly in small buildings, so one loss lands on several households. The City's 2024 conditions report counts 1,594 homes in buildings of two to four units and 583 in buildings of five or more, and about 46 percent of households rent, with renter units concentrated in Sierra Vista and Castle Gardens. Each household's property goes on its own list, kept apart from the owner's fittings. Insurance Code section 2071 makes protecting property from further damage the insured's duty, and moving it out of a wet or smoke-filled unit is how that is done.
Six in ten Atwater homes have passed forty years, and an old house is emptied before it is opened. The Housing Element puts 6,234 of 10,309 occupied homes past that age, with 2,531 from the 1970s, 1,537 from the 1950s, 819 from the 1940s and 218 from 1939 or earlier; Fluhr was built from 1941 for Castle Air Force Base families. Older houses may hold materials that fire, water or demolition disturbs, so belongings are photographed, listed and taken out before any survey or demolition begins.
Atwater counted 707 mobile homes in 2023, and the park areas sit in Fluhr and Castle Gardens. That is 6.8 percent of the city's 10,468 units, in the count the City's April 2024 conditions report gives; the Housing Element places the park areas in those two neighbourhoods together. A park home is emptied like any other house, and EPA Table 1 decides what comes back: upholstered furniture may be difficult to dry completely within 48 hours, and papers of value are photocopied and the originals frozen.
Atwater's retail is gathered in a few large centers, where a loss in one suite reaches the next tenant's stock. The 2024 report counts about 1.69 million square feet of retail, with Applegate Ranch at Route 99 a power center of about 470,000 square feet and older supermarket-anchored centers along Bellevue Road. Where suites share a roof or a ceiling space, fixtures and stock come out so the space can be dried or cleaned. IICRC S700 includes fire and smoke damage contents restoration among its parts; what a commercial policy pays for that stock is a matter for the policy.
South of Highway 99 the floors are wide and the pack-out is an office job. A large industrial cluster lies south of the freeway east of Applegate Ranch, the Teasdale Latin Foods facility sits between the Union Pacific line and the highway, and the city holds about 1.17 million square feet of industrial and 338,000 square feet of office space. Stock on pallets is the tenant's own logistics question; furniture, records and equipment are what leave. The Department of Insurance claims guide asks for brand names and model numbers on the list.
Castle Air Force Base opened in 1941, brought a surge of housing for military families north-east of town, and closed in 1995. The neighbourhoods built for it, Fluhr and Castle Gardens, still hold post-war houses and the city's mobile home park areas.
Atwater is 32 road miles from the Modesto base, down SR 99, which passes the south side of the city with interchanges from Westside Boulevard to the Atwater-Merced Expressway. One inventory runs the job from first photograph to last box.
SR 99 carries the run south from Modesto, and the crew leaves it at Applegate Road, Atwater Boulevard, Shaffer Road or whichever interchange serves the address, inside 120 to 140 minutes at any hour. Winter fog counts on this stretch: on 10 January 2019 visibility in Atwater fell below a quarter mile.
A walk-through with the adjuster settles the scope: which rooms empty, which items are cleaned where they stand, and which are held back for inspection. Damaged personal property is separated from undamaged on the same walk, and the insurer is consulted before any cleaning or remediation agreement is signed.
Photographs and video cover every room, closets and cabinets included, with brands, models and serial numbers noted and samples of damaged carpet, upholstery and window treatments kept.
Marked to their room against the list, the cartons go into secure storage, from Fluhr park homes to Applegate Ranch suites.
Contents are cleaned to the standard the loss calls for: S700 after fire, S500 after water, S520 contents remediation after mold. Books and papers are copied and the originals frozen, drapes cleaned to the maker's instructions, and anything beyond restoring is set aside for the adjuster.
The load stays in secure storage while the Atwater building is dried, cleaned or rebuilt, with the costs logged.
When the rebuild is done the contents come back and are placed against the list. The owner signs off; photos, reports, scope and invoice stay in the client area.
Atwater's areas differ by the era they were built in and by whether the rooms emptied are homes, shops or offices.
The historical core between Juniper Avenue, Highway 99, Shaffer Road and North Winton Way, of small lots and single-story houses from the early twentieth century. Household rooms and shopfronts are listed separately where a building holds both.
Mostly single-family streets between Bellevue Road, Juniper Avenue, Shaffer Road and North Winton Way, where older housing is concentrated and, with downtown, the population is densest. With neighbours this close, the loading route is planned before boxes move.
Some of the oldest single-family housing in the city with newer building beside it, and one of the most affordable rental areas, with renter units concentrated here. Tenants' belongings are listed apart from anything the owner supplied.
Built from 1941 to house Castle Air Force Base families, mixing post-war houses with industrial land, and holding part of the city's mobile home park area. Rooms come out before the survey and demolition an older house needs.
First developed near the base for military families, now a mix of single-family and multi-family housing with renter units concentrated in it. Where a loss crosses a shared wall, each household's inventory is kept on its own.
Low-density residential and commercial land east of Shaffer Road, with some of the city's newest building in East Buhach and one of its lowest renter shares. These are whole-house jobs, garages and stored goods included.
Business parks and planned single-family developments south of Highway 99 and Atwater Boulevard, where the newest building is concentrated. In a business park suite, furniture, files and equipment go out as one list.
The corner of the city below Bellevue Road and east of Buhach Road, mostly residential lots. Belongings that outside water reached are separated from the rest before any cleaning is decided.
Applegate Ranch, a power center of about 470,000 square feet with two big-box anchors, and the Tractor Supply-anchored Atwater Gateway Center beside it. Fixtures and stock leave suite by suite, each tenancy on its own list.
Older supermarket-anchored centers along a road carrying 16,952 vehicles a day, among them Atwater Plaza, Five Corners Crossings and the Atwater Shopping Center. In-line suites are emptied one at a time so the rest of the center keeps trading.
About 1.17 million square feet of industrial space, clustered south of the freeway east of Applegate Ranch and between the Union Pacific line and the highway. Office areas and named contents are what move here.
The former base, 2,777 acres with an 11,802-foot runway, adjoins the city's north-east edge, and its old hospital now houses the Castle Family Health Center. Clinic and warehouse office contents are inventoried the same way.
Every household whose belongings were reached. Atwater has 1,594 homes in buildings of two to four units and 583 in larger ones, with renter units concentrated in Castle Gardens and Sierra Vista, so a loss that crosses a shared wall or a ceiling touches more than one tenancy. Each set of belongings is photographed where it stands, listed under its own household and kept apart from the owner's fittings. A tenant's policy and the owner's are separate claims with separate adjusters.
An older house may hold materials that fire, water or demolition disturbs. Fluhr went up from 1941 for Castle Air Force Base households, and the Housing Element dates 819 Atwater homes to the 1940s and another 1,537 to the 1950s. Taking the belongings out first keeps them clear of whatever the work releases and leaves the rooms free for the survey, the abatement and the equipment. Everything is photographed where it stands before it is lifted.
It is inventoried and, where the suite has to be emptied, moved. Applegate Ranch is a power center of about 470,000 square feet at the Route 99 interchange, one of three retail nodes in a city holding roughly 1.69 million square feet of retail. Fixtures, stock and records are listed by tenancy, packed and held in secure storage while the space is dried or rebuilt. What a commercial policy pays for business personal property is decided by that policy.
Not always. Insurance Code section 2061 applies to residential policies in a declared state of emergency: on a total loss of a primary residence the insurer must accept an inventory that uses groupings of categories of personal property, and cannot require its own form where the insured's contains substantially the same information. Section 10103.7 adds a contents payment of at least 60 percent of the personal property limit on a furnished primary dwelling, with no itemized claim. Outside a declared emergency the policy's own rules stand.
They are sorted by material. Under EPA's Table 1, non-valuable books and papers are discarded, while valuable ones are photocopied and the originals frozen in a frost-free freezer or a meat locker, or freeze-dried. Upholstered pieces may be difficult to dry completely within 48 hours, so a valuable one goes to a specialist. Drapes are laundered or cleaned as the manufacturer directs. Anything that will not come clean is held and listed for the adjuster.
The room decides. Where the work can go on around the items and they can be cleaned in place, they stay, and the fire and mold categories cover that. They leave when drying equipment, demolition or the rebuild needs the room empty, or when they keep taking damage where they stand. Section 2071 excludes loss caused by the insured's neglect to use all reasonable means to save and preserve the property, so the choice is recorded at the walk-through.
