A loss in Delhi's downtown usually touches more than one tenancy. West of Highway 99 the Mixed Use core sets established single- and multi-family homes among shops and offices, and the County's 2026 Housing Element names Almond Garden Family and Magnolia Garden Apartments among the rentals. Each unit is photographed and listed on its own sheet before a box leaves the building. Insurance Code section 2071 gives an insured 60 days to furnish proof of loss unless the insurer extends the time in writing, and the inventory is what that proof rests on.
Where the ground takes water in slowly, the rooms have to be cleared before they can be dried. Merced County's 2026 Housing Element puts localized flooding in Delhi's older neighborhoods down to poor drainage and low soil permeability, and the 2006 Community Plan had already called the town prone to seasonal flooding through an inadequate drainage system. Furniture standing on a soaked carpet keeps drawing water into itself; EPA Table 1 warns that an upholstered piece may be difficult to dry completely within 48 hours, and suggests a restoration specialist for a valuable one.
Along the freeway the contents that move are fixtures, files and stock. The 2005 Community Plan EIR counted about 371,000 square feet of commercial and industrial space serving Delhi, the farms around it and Highway 99 travellers, and Light Manufacturing is zoned along the highway frontage. When a shared roof or wall carries water or smoke damage into a neighbouring suite, the fixtures and stock come out with the tenant's paper. What a commercial policy does with business personal property is a question for that policy and its adjuster.
On the lots still served by their own wells and septic tanks, a backup decides what can come back. The 2005 Draft EIR kept a 167-acre Agricultural Residential area outside the water district, and the Housing Element says some Delhi homes remain on private wells and septic while service is extended to two neighborhoods on the town's west side. EPA's table is written for clean water: where sewage is involved, protective equipment and containment are required, and porous belongings it soaked are not cleaned and returned by default.
Delhi's dated storms show how contents get wet before anyone opens a claim. On 6 March 2019 the Highway Patrol reported roadway flooding at Canal Drive and South Avenue; on 4 January 2023 a 35-knot gust brought power lines down across August Avenue near Hinton Avenue, and five days later Highway 99 took water near Shanks Road. FEMA asks for photographs and video of personal property before anything is discarded, the insides of closets and cabinets included, serial numbers of large appliances recorded and material samples of carpet, upholstery and window treatments kept.
Delhi began in 1919 as a State land settlement: 8,400 acres bought, 300 set aside for the town site, and preference given to veterans of the First World War. Those blocks still hold the households whose rooms a pack-out empties.
Delhi is 20 road miles from the Modesto base, straight down Highway 99, with interchanges at Bradbury Road, Shanks Road and South Avenue. One inventory holds the job together, from the first photograph to the last box replaced.
Highway 99 runs the whole way from Modesto, and the exit taken depends on which side of the freeway and railroad the address sits: only Bradbury Road, Shanks Road, El Capitan Way and South Avenue cross them. The window is 90 to 120 minutes at any hour, longer in tule fog.
What moves, what is cleaned in place and what is held back is agreed on a walk-through with the adjuster. Damaged and undamaged personal property are separated as that walk goes, and FEMA advises talking to the adjuster or insurer before signing any cleaning, remediation or maintenance agreement.
Photographs and video room by room, closets and cabinets opened, brand, model and serial numbers written down, and samples of carpet, upholstery and window treatments kept.
Each box carries its room and inventory line, and the load leaves for secure storage by whichever Delhi crossing is nearest.
Cleaning follows the loss: S700 for fire residue and odor, S500 after water, S520 after mold. Valuable books and papers are photocopied and the originals frozen or freeze-dried; drapes follow the manufacturer's cleaning instructions. Items that cannot be restored are held and listed for the adjuster.
Secure storage holds the contents while the Delhi building is dried, cleaned or rebuilt, and those costs are recorded.
Once the rebuild is done the contents return and are set out room by room against the inventory. Photos, reports, scope and invoice stay in the client area.
Delhi's areas differ by which side of the freeway they sit on, and by what fills the rooms there.
The Mixed Use core of established single- and multi-family homes, shops, offices and civic uses, with Schindel Elementary in the plan area. Where several households share a building, each gets its own sheet before the first box is carried out.
Planned to stay more residential, mixed with light industrial uses and small businesses, and named in a 2001 County redevelopment study. Household rooms and workshop contents are inventoried separately even where they share a lot.
Farmland to the north, single-family homes to the south, and water service arriving under a grant for residents who opted in. On a lot still on its own systems, what a backup reached is listed before anything else moves.
The second grant-funded extension area, on low ground with shallow sewer inverts. Power lines came down across August Avenue near Hinton Avenue in a 35-knot gust on 4 January 2023, the kind of night that opens a roof over furniture.
Single-family tracts from the boom that filled the land south and west of the freeway, some laid out without connections to their neighbors. These are whole-house jobs, every room photographed and boxed before drying equipment goes in.
About 273 acres between Bradbury, Vincent and Shanks roads, still mostly farmland with several homes, drainage ditches and irrigation canals. A loss in one of those farmhouses is inventoried the same way a town house is.
Roughly 160 acres of the north-east quadrant, mostly residential and the one master plan area with much existing development. Rooms are packed by household, and the boxes come back to the same rooms at the end.
Planned as the gateway for Delhi and the county, with General Commercial and Business Park land for highway travellers and several single-family homes on the north side of Bradbury Road. Office furniture and files move as one list.
A 35-acre General Commercial area between the freeway, Shanks Road, Vincent Road and El Capitan Way, planned for about 380,000 square feet. In a multi-tenant building each tenancy's stock and fixtures are listed on their own.
About 110 acres in the south-east, mostly low-density housing on smaller lots with a business park strip by the freeway. The Highway Patrol reported flooding at Canal Drive and South Avenue on 6 March 2019.
About 30 freight trains a day in a 2004 count, with homes within 1,000 feet of the tracks. El Capitan Way is one of only four ways across the freeway and railroad, so it often sets the loading route.
Estates and ranchettes of an acre or more between the town and the fields, the Draft EIR's 167 acres kept on private wells and septic. Farm dwellings and their sheds are listed room by room like any house.
By unit. Downtown Delhi west of Highway 99 mixes established single- and multi-family homes with shops and offices, and the County names Almond Garden Family and Magnolia Garden Apartments among the town's rentals. Every household's belongings are photographed where they stand and listed on a sheet of their own, with the tenant's property kept apart from the owner's fittings. Insurance Code section 2071 asks for damaged and undamaged personal property to be separated, so each list carries both.
They are inventoried, and moved out if the suite has to be emptied. About 371,000 square feet of commercial and industrial space served Delhi, the farms around it and Highway 99 travellers in 2005, and a 35-acre commercial plan area is set out between the freeway, Shanks Road, Vincent Road and El Capitan Way. Fixtures, files and stock are listed, packed and held in secure storage, and what a commercial policy pays for business personal property is for that policy and its adjuster.
Not as a matter of course. Some Delhi homes are still on private wells and septic tanks while the water district extends service to two west-side neighborhoods. EPA's Table 1 is written for clean water, and says that where the source is contaminated with sewage or chemical or biological pollutants, protective equipment and containment are required. Porous items that sewage reached are handled under the water damage and biohazard categories, and hard items are cleaned, listed and kept for the adjuster's decision.
The policy decides, and the adjuster confirms. The California Department of Insurance says additional living expenses may be covered under the loss-of-use part of a residential policy, and that they include relocation and storage expenses and furniture rental for a temporary residence. Insurance Code section 2060 requires an insurer, on such a claim, to give the insured a list of the items it believes may be covered. The receipts and the storage record stay with the claim.
Usually the policy's own inventory rules apply. In a declared state of emergency a residential policy must accept an inventory that groups categories of personal property, clothing, shoes, books, food items, CDs and DVDs among them, under Insurance Code section 2061. On a total loss of a furnished primary dwelling, section 10103.7 requires a contents payment of no less than 60 percent of the personal property limit without an itemized claim. Outside those conditions, the policy governs.
When the room can be worked around. Where a suite or a bedroom can be sealed and the items cleaned where they stand, they stay, and the fire and mold categories cover that on-site cleaning. They leave when drying, demolition or the rebuild needs the space, or when they go on taking damage in it. Section 2071 excludes loss caused by the insured's neglect to use all reasonable means to save and preserve the property.
