On West Main Street a single leak can put three households on the inventory. The City's housing records list Almond Blossom, 42 units from 1984, Almond Queen, 12 units from 1985, and the 94 senior apartments of Bethany Home, finished over 2006 and 2007. Water that comes through one ceiling lands on the furniture of the home beneath, which belongs to somebody else. Each household's property is listed under its own name, because Insurance Code section 2071 puts the inventory duty on each policyholder.
South of Main the houses are small, old and full, and the work needs them empty. Bungalows, Mission Revival and Classical Revival cottages of about 1910 to 1920 line Stockton, Walnut, Locust, Elm, Orange, Palm and Acacia streets, with older Queen Anne and Italianate cottages near the depot north of Main. A 2009 survey of part of the older areas found signs of dilapidation or deterioration on 374 of 644 parcels. Opening a wall base or lifting a floor in a house like that means clearing the room first, one room at a time.
A motel by the freeway empties a room without closing the wing. The General Plan describes two travel plazas, fast-food restaurants and motels added at the Jack Tone Road interchange, on a stretch of Highway 99 carrying 139,000 vehicles a day. Furniture, linen and case goods from the affected room go out against a list headed by its room number, and the rooms either side keep their contents. Drapes are cleaned to the instructions their manufacturer gives, which is what EPA Table 1 says of them.
When a Ripon cloudburst beats the drains, the damage starts at floor level in the garage. In a storm the Manteca Bulletin reported in October 2018, two and a half inches fell in two hours, manhole covers popped, and wakes from passing traffic pushed water over lawns into garages and up to front doors on Wilma Avenue and elsewhere. Boxes, shelving and anything stored low take it first. EPA Table 1 allows 24 to 48 hours for a response, and the sorting is done inside it.
In Ripon's plants the pack-out is the office side, and the line stays where it is. Diamond Pet Foods has run a plant at 942 South Stockton Avenue since 2013, and in 2015 the North Pointe plan area held food-processing plants, trucking yards and the Goodwin Business Park. IICRC S500 reaches the systems and personal property inside a building, and it is records, furniture and equipment that leave so those rooms can be dried. The drying itself is water damage restoration in Ripon.
Almost a third of Ripon's homes, 1,577 of them, were built between 2000 and 2009, in tracts such as Brookline Estates and Poppy Hill Estates. A house of that decade is packed on one list, running from the front room to the back of the garage.
Ripon is 11 road miles from the Modesto base, north on Highway 99 over the Stanislaus River. The inventory made before the first box is filled is the list the load is unpacked against at the end.
The window is 90 to 120 minutes at any hour, with a time given on acknowledgement. Highway 99 is the only direct crossing of the Stanislaus from Modesto, and the City warns an emergency can close it; December and January fog or harvest trucks push a Ripon call toward the far end.
The adjuster's walk-through decides what leaves, what is cleaned in place and what is set aside for release. Before that, FEMA's advice is to speak to the insurer or adjuster before signing a cleaning, remediation or maintenance agreement, so nothing is agreed on the doorstep.
Each room is filmed and photographed with drawers and closets open, appliance brands, models and serial numbers noted, and a piece of the damaged carpet or upholstery kept.
Boxes carry the room they came from, and the load crosses the freeway at Main, Fulton or Jack Tone for secure storage.
Cleaning is chosen by the loss: S700 for fire residue on contents, the S500 contents component after water, S520 after mold. Papers are copied or freeze-dried, upholstered pieces extracted and dried, and what cannot be saved is held for the adjuster.
Secure storage keeps the load until the building is ready, with storage and relocation costs on the file.
When the repair is signed off the load returns and each box is emptied where it was filled. Your client area holds the photos, reports, scope and invoice.
What moves in Ripon depends on the block: shop stock downtown, household goods in the tracts, guest rooms by the freeway.
Two-story brick buildings from 1884 to 1912, among them the Riddle Building, the Odd Fellows building and the Markham Hotel. Shop stock and fittings are counted on the shelf and boxed before any ceiling is opened.
Bungalows and Revival cottages of 1910 to 1920 south of Main, with older Queen Anne and Italianate cottages near the depot. Rooms in houses this old are small, so packing runs one room at a time.
Most of the city's industry, including the Diamond Pet Foods plant that opened at 942 South Stockton Avenue in 2013. Offices, records and staff rooms are what a pack-out clears, not the production line.
A mill opened by Simpson Lee in 1965, later Fox River and then Neenah Paper, which closed it in 2009 after years of about 35,000 tons a year. A building that size is cleared area by area.
The city's only FEMA 100-year zone, with the wastewater ponds behind levees and about 630 acres of Resource Reserve. Contents reached by water from outside are held and listed rather than cleaned and returned.
Travel plazas, fast-food restaurants, motels and truck parking at the interchange, where Highway 99 carries 139,000 vehicles a day. Guest rooms empty one at a time so the rest of the property keeps trading.
310 acres by Mistlin Sports Park, Fulton Avenue and Jack Tone Road, holding orchards, food plants, trucking yards and the Goodwin Business Park in 2015. Office rooms and records are the part that moves.
146 acres, 42 of them Urban Core, built out south of Milgeo Road. Water reported across Acacia and Milgeo avenues in 2018 is why floor-standing goods are photographed before they are lifted.
City Hall at 259 North Wilma Avenue, with a 53-acre high school site and a 20-acre elementary site in the district. In the 600 block of Wilma, water reaching front doors and garages puts the garage first on the list.
The road along the southern boundary, landscaped from Mohler Road to Vera Avenue and lined with industrial frontage toward South Stockton Street. Tenants there move files and equipment rather than stock.
437 acres of mostly low-density housing and commercial recreation land, with Almond Blossom, Almond Queen and Bethany Home Senior Apartments on West Main. Each household's belongings go on a list of its own.
The 1,577 homes built from 2000 to 2009, among them Montecito Estates, Palm Grove Estates, Poppy Hill Estates and Cornerstone I. A tract house is packed from the front room through to the garage.
Whatever was standing on the floor. In the storm reported in October 2018, water in the 600 block of Wilma covered lawns and reached front doors and garages before it receded, and stored boxes, shelving bases and anything low take that water first. They are photographed where they sit, then lifted, listed and moved so the wall bases can be opened. Items on dry upper shelving usually stay and are cleaned in place.
They are listed against that room number and taken out together, so the room can be dried, cleaned or rebuilt without the rooms on either side being disturbed. Case goods and upholstered pieces are extracted and dried, drapes follow the cleaning instructions their manufacturer recommends, and linen goes out with the load. Anything that cannot be brought back is held and listed rather than thrown away.
Separately, from the first photograph. The resident above and the resident below each get an inventory in their own name, and the building owner's fixtures and furnishings are recorded apart from both. Which policy answers for which items is settled between the adjusters, not by the crew. In a senior building the schedule is agreed with the manager so residents are not moved around at short notice.
The ones that leave no room to work in. A supply line failing behind a wall in one of the old cottages south of Main, a cloudburst pushing street water into a garage on Wilma Avenue or Doak Boulevard, a roof leak over a plant office on South Stockton Avenue, or a fire in a motel room by the interchange. In each case the contents either block the drying or keep taking damage where they stand.
Some can. EPA Table 1 says to discard books and papers of no value, to photocopy the valuable or important ones and discard the originals, and otherwise to freeze them in a frost-free freezer or meat locker, or have them freeze-dried. It also warns that upholstered furniture may be difficult to completely dry within 48 hours, and suggests a specialist's opinion on a valuable piece. None of that applies where the water carried sewage.
It depends on the room. Contents stay when the crew can work around them and clean them on site, which often suits soot on hard surfaces in a sound building. They leave when drying, demolition or the rebuild needs the space clear, or when they are still taking damage. Section 2071 also excludes loss caused by the insured's neglect to use all reasonable means to save and preserve the property.
