Off Sheridan Avenue the apartment buildings put dozens of households behind one wall. Older homes and apartments fill the streets near downtown, among them a complex housing 88 residents on the 100 block of North Sheridan Avenue, and a surge basin on Moffat Boulevard holds storm water for the blocks around it. Water through one ceiling lands on somebody else's furniture, so each household is listed under its own name, which is what Insurance Code section 2071 asks of every policyholder.
At Center and Main the storm water arrives at the level of the stock. Until the late 1980s businesses on Center Street, Main Street and Maple Avenue, and the homes near them, sandbagged time and again to keep water off floors and furnishings; larger pipes went in under Center Street in 1989, and the intersection was overwhelmed again in 2012 and twice in 2014. What sits on a shop floor takes it first. EPA Table 1 allows 24 to 48 hours for a response, and the sorting happens inside it.
A hotel on the Bypass empties one room without closing the floor. Great Wolf Lodge was reported open in June 2021 with 500 rooms, a 95,000 square foot indoor waterpark and 10,000 square feet of meeting space, and a 117-room Marriott Courtyard is approved on Atherton Drive. Furniture, case goods and soft furnishings leave against a list headed by the room number, and the rooms on either side keep theirs. Drapes follow the laundering or cleaning instructions their manufacturer recommends, as EPA Table 1 sets out.
At the Promenade Shops a loss in one suite reaches stock that belongs to somebody else. The 2008 lifestyle center covers 54 acres with nearly 400,000 square feet of retail anchored by Bass Pro Shops, AMC Theatres and JC Penney, much of its in-line space has stood empty since it was built, and Sutter Health holds 17,500 sq ft for a medical clinic. Where suites share a ceiling space, water or smoke crosses into the next unit, and that tenant's fixtures and stock are counted and boxed before the ceiling is opened.
On the distribution floors the pack-out is the office end of the building. Ford's small parts center at Spreckels Park was reported in 2016 at 550,000 square feet, and the CenterPoint park on Airport Way holds 5.11 Tactical, Penske Logistics and Crothall Healthcare's 60,150 square foot laundry and linen building. IICRC S500 reaches the personal property inside a building, and it is records, furniture and equipment that leave so those rooms can be dried. The drying is water damage restoration in Manteca.
The Spreckels Sugar factory closed on 9 January 1996 after a 78-year run. Its 362-acre site now holds a retail center, a business park and the 166 homes of Curran Grove, so a pack-out there can be store stock, plant records or a household.
Manteca is 18 road miles from the Modesto base, north on Highway 99 and west on the 120 Bypass. Every box is labelled to the room it left, and the same list brings it back there.
A time inside the 90 to 120 minute window is given on acknowledgement. The drive runs up Highway 99 to the 120 Bypass, which Caltrans counts at about 84,000 vehicles a day at Airport Way, and December or January tule fog and harvest trucks put a Manteca call at the far end.
On the first walk-through the adjuster, the owner and the crew agree three things: what goes to storage, what is cleaned on site, and what is kept back for the adjuster to release. FEMA's advice is to consult the insurer before signing a cleaning, remediation or maintenance agreement.
Room by room, photographs and video record what is present, closets and cabinets open, appliance model and serial numbers taken, and a sample of the damaged material retained.
Boxes are labelled to their room, then taken out by hotel corridor, apartment stair or warehouse dock and loaded for secure storage.
What happened decides the cleaning: S700 for fire residue, the S500 contents component after water, S520 after mold. Papers are copied or freeze-dried, upholstery is extracted and dried, drapes follow the manufacturer's instructions, and unsalvageable items are kept for the adjuster.
Secure storage holds everything until the building is ready, with storage and relocation costs kept in the file.
The load returns when the rooms are finished, and every box is opened where it was packed. Photos, reports, scope and invoice stay in your client area.
What a Manteca pack-out carries changes by district: guest rooms, store stock, warehouse records or the contents of a whole house.
Cowell's commercial buildings along what is now Yosemite Avenue by the tracks, and the Center and Main blocks that sandbagged until the 1989 drain upgrade. Shop stock standing at floor level is listed and boxed first.
Older homes and apartments near downtown, among them the 88-resident complex on the 100 block of North Sheridan. Each household in a building that size gets an inventory of its own.
The 362-acre former sugar plant site, now a retail center, a business park holding Ford's 550,000 square foot parts center, and the 166 homes of Curran Grove. Store, warehouse and household contents are listed separately.
An age-restricted neighbourhood of 1,406 homes, reported in 2026 as about 3 percent of Manteca's population. A household here is packed at the residents' pace, and the association manager is given the schedule.
The CenterPoint park with 5.11 Tactical and Penske Logistics, Crothall Healthcare's 60,150 square foot laundry and linen building, and a proposed 404,657 square foot tilt-up. Offices and staff rooms move, not the racking.
North of the 120 Bypass, where more than 3,000 homes are approved or in entitlement and the outlet is near capacity. Garages here are inventoried with the rooms once street water has been through.
A new neighbourhood backing onto the golf course, whose streets flooded in the 3.29-inch storm reported in November 2025. Whatever stood on a wet garage floor is photographed before it is lifted.
More than 3,000 homes built and about 1,000 more coming, on ground where the water table reaches three feet in places. Slow-draining lots mean the load leaves by the driveway rather than across a yard.
A gated lakeside community on the former waterslides site, entered from Woodward Avenue. Anything porous that flood water has reached is held and listed rather than cleaned and put back.
Great Wolf Lodge, with 500 rooms and a 95,000 square foot indoor waterpark, and the city-owned 40-acre Big League Dreams complex. Guest rooms empty one at a time, against a list headed by the room number.
A 2008 lifestyle center on 54 acres with nearly 400,000 square feet of retail anchored by Bass Pro Shops, AMC and JC Penney, plus a 17,500 sq ft Sutter Health clinic. Each tenant's stock is counted on its own.
A new arterial south of the 120 Bypass with commercial and apartment development, the city's largest mini-storage at 818 units and an approved 117-room hotel. New apartments are packed household by household.
It is photographed where it stands and then listed before anything is lifted. In the four-day storm reported in November 2025, 3.29 inches fell and the neighbourhood's streets flooded, so boxes, shelving bases and anything stored low are the items usually affected. Porous goods that water from outside has reached are held and listed for the adjuster rather than cleaned and returned, and the rest is packed and moved so the garage can be dried.
By room number first, then by item. The inventory names the room, photographs each piece where it stands, and records model and serial numbers off televisions, refrigerators and anything else that carries them. Every box and every wrapped piece takes a label tied to that room, so what comes back goes back to the room it left, and the housekeeping record and the inventory can be read side by side.
Often there is. A suite that has never been let can still hold the landlord's fixtures, shelving and stored fit-out material, and a suite between tenants can hold goods left behind. Because no one is in there to report a leak, the walk-through covers every connected unit and the contents of each are listed separately, so the landlord and each tenant see only their own.
It is listed in their name, not yours. The tenant's belongings are inventoried, packed and stored as a household of their own, and your fixtures and furnishings are recorded separately. The California Department of Insurance notes that additional living expenses on a residential policy may take in relocation and storage; whether the tenant's or the owner's policy answers is settled between the adjusters.
The walk-through settles that item by item. Contents stay when the crew can work around them and clean them in place, which often suits hard-surfaced goods in a building that is structurally sound. They go when drying equipment, demolition or the rebuild needs the space, or when they are still taking damage. Section 2071 also excludes loss where the insured neglects reasonable means to save and preserve the property.
It may. The California Department of Insurance says additional living expenses may be covered under the loss-of-use part of a residential policy and that they include relocation and storage expenses and furniture rental for a temporary residence. Insurance Code section 2060 requires the insurer to give the insured a list of the items it believes may be covered as additional living expenses. Your policy decides, and the adjuster confirms it.
