Why contents pack-out is needed in Tracy

Tracy's rentals are concentrated in the blocks by the bowtie, where one loss can empty several homes at once. Downtown, just north of the rail crossing, still holds the oldest housing and the largest share of multifamily and rental units. When water or smoke crosses a shared wall or ceiling, each household's belongings are listed separately and under its own name. Insurance Code section 2071 asks the insured to separate damaged from undamaged personal property and to furnish a complete inventory, and that list is built while the boxes are filled, not afterwards.

Rooms have to be empty before drying equipment and controlled demolition can work, and single-family houses are about 84% of Tracy's stock. Of 27,787 units counted from 2016 to 2020, 40% were built before 1990 and 3.7% in 1939 or earlier, most of the oldest along Central Avenue south of the tracks. Furniture, stored boxes and wardrobes come out before the flooring does. EPA Table 1 notes that upholstered furniture may be difficult to dry completely within 48 hours, which is one reason it leaves rather than sits under the fans.

An office empties before it can be dried or rebuilt, and its paper is the part with a clock on it. Beside I-205 at Mountain House Parkway, the Cordes Ranch Specific Plan sets aside 2.5 million square feet for offices and 592,000 for commercial space. Desks, screens, files and equipment are listed room by room as they come out. FEMA asks for photographs of the insides of closets and cabinets, serial numbers recorded from large appliances and samples of damaged upholstery and carpet kept, all before anything is thrown away.

North and south of the city the addresses are rural, and how a load gets out matters as much as what is in it. The unincorporated pocket along Larch Road has no storm drain infrastructure, so rain collects in its low spots, and in January 2023 the Church of God there and a neighbouring home flooded. Past Chrisman Road, Corral Hollow Creek fans out across farms and rural homes on Lehman, Linne and Bird roads. On those roads the packing plan starts with where the truck can stand.

Under a distribution roof the racked freight belongs to the operator, and pack-out covers the rest of what the building holds. The Northeast Industrial Area runs to about 870 acres between I-205, Pescadero Avenue, Paradise Road and the Eastside Channel, and employers listed by the city include Leprino Foods and Taylor Farms on North MacArthur Drive and McLane Food Service on Pescadero Avenue. Offices, break rooms and records are inventoried and moved while the operator keeps its own stock. Cleaning after a fire then follows IICRC S700, whose parts include fire and smoke damage contents restoration.

Tracy fact

The city's housing count for 2016 to 2020 puts 28.2% of Tracy's 27,787 units in the years 2000 to 2009 and 26.8% in the 1990s. Those two decades built more than half the city's homes, and clearing one of them is a room-by-room job.

Contents pack-out, as delivered in Tracy

Tracy is 30 road miles from the Modesto base, most addresses reached off I-205 and the south end off I-580 at Corral Hollow Road. The inventory written on the first visit is what everything afterwards is checked against.

1
On site in 90 to 120 minutes, 24 hours a day

I-205 brings most of the run in, and I-580 at Corral Hollow Road serves Tracy Hills and Ellis. Tule fog pushes arrival toward the far end of the window. Where the address is a rental by the bowtie or a rural home on Linne Road, the parking and the way in are agreed before the truck leaves.

2
Walk-through with the adjuster

Before anything is lifted, the owner or manager and the adjuster agree the scope with the crew: which rooms empty, which items are cleaned where they stand, and which are held for inspection. Damaged and undamaged property are kept apart from the start, as the policy requires.

3
Inventory before anything moves

Photographs and video cover every room, closet and cabinet before a box is packed. Brands, models and serial numbers go on the list, with samples of damaged material.

4
Pack, label and move

Labelled by room against the inventory, boxes leave by a bowtie rental's shared stairs or across a farmyard, for secure storage.

5
Clean and restore

What can be saved is cleaned by loss type: S700 for fire residue and odor, the contents component of S500 after water, S520 contents remediation after mold, with EPA Table 1 for books, papers, upholstery and drapes. Anything beyond restoring is held and listed, not thrown out.

6
Store

Secure storage holds the contents while the building is repaired, with the storage and relocation costs recorded.

7
Return and sign off

When the rebuild is done the boxes return room by room and are checked against the inventory. The contractor's photos, reports, scope and invoice stay in your client area.

Where contents pack-out is needed in Tracy

What comes out of a Tracy building depends on whether it is a rental, a tract house, a farm dwelling or an office.

Downtown and the bowtie

Tracy's first blocks, just north of the rail crossing, holding the oldest housing and the biggest share of multifamily and rental units. In a shared building, each unit's contents are boxed and labelled to that unit before anything leaves.

South of the bowtie along Central Avenue

Blocks cut off by the tracks, with lower-income housing and a concentration of the city's oldest stock. In houses this old the route out is measured before the boxes are filled.

North-end unincorporated pocket along Larch Road

A semi-rural county area with no storm drain infrastructure, so rain collects in low spots. In January 2023 the Church of God and a neighbouring home flooded, and what the water reached had to come out.

North of I-205 and the Old River floodplain

FEMA Zone AE land behind the Old River levees, with base flood elevations of 13 feet west of the Sugar Cut and 22 feet east of it. Ground-floor contents are inventoried first where water can come from outside.

Northeast Industrial Area

About 870 acres between I-205, Pescadero Avenue, Paradise Road and the Eastside Channel, with the dairies there expected to turn industrial. Office areas and records are packed out while racked stock stays with whoever operates the building.

North MacArthur Drive and Pescadero Avenue employers

Leprino Foods, Taylor Farms, Restoration Hardware, XPO Logistics and Leggett & Platt on North MacArthur Drive, McLane Food Service and YRC on Pescadero Avenue. Break rooms, offices and files leave first so the floor can be worked on.

Cordes Ranch Specific Plan area

About 1,780 acres where Mountain House Parkway meets I-205, planned for 27.8 million square feet of industrial space, 2.5 million of office and 592,000 of commercial. Office fit-out is what a pack-out handles at that scale.

Plan C subdivisions, Byron Road to Linne Road

Substantially completed tracts including Huntington Park, Westgate, Sterling Park, San Marco, Redbridge and Larkspur Estates, with their storm drainage built. A whole-house inventory in a tract of this kind takes in the garage as well as the rooms.

Presidio and Tracy Community Park

About 150 acres of homes on the south side of Eleventh Street, half a mile west of Corral Hollow Road, beside a park basin that can overflow onto two soccer fields. Ground-floor rooms are cleared first here.

Ellis Specific Plan and the Avenues

About 416 acres in south Tracy, approved in 2013 and amended in 2021 to take in the 95-acre Avenues, with 700 units built by the end of 2022. Even in new houses the rooms empty before the flooring comes up.

Tracy Hills

The southernmost growth area, planned for 7,265 homes with 1,952 built by the end of 2022, partly in Seismic Zone 4. Each household's boxes are labelled to its own address before the truck is loaded.

Corral Hollow Creek farmland, Lehman, Linne and Bird roads

Rural homes and farms where the creek fans out past Chrisman Road; it left its banks in February 2019, closing Lehman Road, and again in January 2023. Farm dwellings and shop contents are inventoried and moved on the same file.

Questions from Tracy property owners and managers

One per household. Downtown Tracy holds the oldest housing in the city and the largest share of multifamily and rental units, so a single loss often reaches several homes. Each tenant's rooms are photographed and listed under that tenant's name, and every box is labelled to the unit it came from. Insurance Code section 2071 puts the duty to separate damaged from undamaged personal property and to furnish a complete inventory on the insured, and tenant and owner policies answer separately.
