Lathrop is a new city, so most clearances here are moves rather than neglect. Of 6,290 units surveyed, only 435 were built in 1970 or earlier and 54.1 percent went up after 2000, and the City counted 11,563 housing units in 2025 against 5,261 in 2010. Garages in that stock fill quickly all the same, with paint from the build, garden chemicals, batteries and a spare appliance, all of them on CalRecycle's banned-from-the-trash list.
The older ground east of Interstate 5 has no kerb to load against. The City names two neighbourhoods with a higher need for repairs, the blocks from 5th to 7th Street between Lathrop Road and O Street, and the area from Warren Avenue to West Lathrop Road between Harlan Road and Avon Avenue, and records that both lack curbs, gutters and sidewalks. It estimates about 348 units need one or more major repairs. Clearances there load from the road edge, with the carry planned before the truck arrives.
Five mobile home parks means the Civil Code chapter used for a house often does not apply. Camino Real Mobile Estates on South Harlan Road has 167 spaces, Walnut Grove on East Louise Avenue for 54, Lathrop Sands for 36, the Lathrop Mobile Home Park for 24 and Harlan Park for two, and the state counted 381 mobile homes in the city in 2022. Civil Code section 1981 excludes a manufactured home, mobilehome or commercial coach and its contents from that chapter, so the park settles the route first.
South Lathrop is being built as distribution space measured in millions of square feet. The South Lathrop plan area of 315 acres became a logistics center planned at 4.85 million square feet of warehouse and distribution buildings, one of them 1.2 million square feet, and the Crossroads Industrial Park covers about 528 acres by the freeway junction. A tenancy ending in a building like that leaves racking, pallets, crate and banding, and the load goes to one of San Joaquin County's facilities.
The protection an owner gets from the statute depends on having followed it. Civil Code section 1989 states that a landlord who releases property to the former tenant is not liable to any other person over it, and extends the same protection to disposal where the required written notice was given. That notice sets a claim-by date at least 15 days after personal delivery or 18 days after mailing, and no clearance is booked before it. Any sharps or human waste a recovered unit still holds are cleared first as biohazard cleanup in Lathrop. This is not legal advice.
The City counted 11,563 housing units in 2025 against 7,284 in 2020 and 5,261 in 2010, and estimates that fewer than 69 units are dilapidated. In a city built this recently, a clearance is usually a move or a downsizing rather than a house left to decay.
Lathrop is 24 road miles from the Modesto base, north on State Route 99 and west on the 120 Bypass. From a single item to a full truckload, priced by volume in the written estimate.
The request covers the property, the volume and the loading point: a dock in the logistics area, a driveway on Stewart Tract, or a road edge on a street without kerbs. A site visit confirms the staging. Same day or within 1 to 2 days, depending on urgency and availability. Morning or afternoon arrival windows, confirmed when the estimate is booked.
Status is settled in writing before the volume is worked out. A rented house, a commercial tenancy and a mobile home space each run on different authority, and at a park the park itself confirms which procedure it is using before any door is opened.
Streams are separated on site: furniture and general waste, metal and appliances, bedding, screens, lamps and batteries, then paint, chemicals and tires, then anything the owner is holding for a claim.
The load is covered before the truck moves off. The Vehicle Code requires it, and San Joaquin County's facilities charge a double disposal fee on a load that reaches the gate untarped.
The haul goes to a county facility, the transfer station on East Lovelace Road at Manteca for household and commercial waste or the recycling center and landfill on East Harney Lane at Lodi for white goods, tires and construction debris, and each run's weight ticket is filed under the address it came from.
Appliances leave with a completed DTSC 1430 form for an appliance recycling site, mattresses and screens for the sites that take them, and tires under their manifest.
The file that closes the job carries the photographs taken before and after, the ticket from every gate, the streams set against their destinations, and the written instruction that released the property.
Lathrop runs from a small older grid east of the freeway to logistics parks in the south and master-planned neighbourhoods on Stewart Tract.
One of two older neighbourhoods the City names for repair need, on streets without curbs, gutters or sidewalks. Clearances load from the road edge, and houses here hold the city's oldest stored material and electronics.
The second older area east of the freeway, again without kerbs or sidewalks. Whole-house and garage clearances are the work, with paint, chemicals and old appliances taken out ahead of the furniture.
Five parks holding most of the city's 381 mobile homes, the largest with 167 spaces. Spaces are cleared only on the park's written instruction, because the chapter used for a house does not reach a manufactured home.
About 528 acres north and east of the freeway junction, inside the city limits since incorporation in 1989. Lease-end clearances here are pallets, racking, banding and scrap steel, sorted on the floor before loading.
A 727-acre federal supply depot on Roth Road holding storage, handling and shipment buildings, with an intermodal rail facility beside the city limits. Clearances in this area are commercial and industrial rather than domestic.
168 acres of limited industrial land between the rail tracks, and a 315-acre plan area planned at 4.85 million square feet of warehouse and distribution buildings. Loads out of these buildings are measured in truck runs, ticketed one by one.
About 1,521 acres west of the freeway, with residential neighbourhoods, commercial areas, a high school and a community center among its approved uses. Household turns and garage clearances dominate the built parts.
Part of the 1,161-acre Mossdale Village, entitled for around 1,700 homes and about 654,000 square feet of village and service commercial space. House clearances and small suite clearances sit side by side here.
About 485 homes with some 500,000 square feet of highway, village and service commercial to the south of River Islands Parkway, and 140 more homes with about 407,000 square feet of service commercial below that. Suite fit-outs come out through service corridors.
A master-planned community on Stewart Tract planned to include 4,284 homes with a town center, lakes, parks and schools, much of it already built. Clearances are new-build handovers, moves and the occasional garage.
The approved expansion beyond 15,000 homes, with a town center at Paradise Road and build-out expected by 2040. Work here today is on completed streets rather than the ground still under construction.
913 acres east of the rail tracks, designated for existing housing, recreation commercial, highway commercial and urban reserve. Yard and outbuilding clearances are the pattern, worked from made ground rather than field edges.
To a San Joaquin County facility. Household and commercial waste goes to the county transfer station on East Lovelace Road at Manteca, and white goods, tires and construction debris to the recycling center and sanitary landfill on East Harney Lane at Lodi, which refuses hazardous, infectious, liquid and septic waste. The weight ticket from the gate that took the load is filed under the address it left.
Once the park has settled the route, yes. Civil Code section 1981 states that the chapter covering property left after a tenancy does not apply to a manufactured home, a mobilehome or a commercial coach, including its attachments or contents, and a writ of possession excepts a mobilehome as well. With five parks in the city and 381 mobile homes counted in 2022, this is a regular question here, and the answer is always in writing first.
In runs, with the sort done on the floor. Buildings of this scale, on a plan area of 315 acres planned at 4.85 million square feet, leave racking, pallet stacks, crate, banding and the last of the inventory. Metal and timber are separated before loading, cylinders and batteries are pulled out because they cannot travel in a landfill load, and each run produces a gate ticket that goes into the file.
It affects the staging. The City records that both of its older neighbourhoods east of the freeway lack curbs, gutters and sidewalks, so a truck stands on the road edge rather than at a kerb. The carry is worked out on the site visit, loads are kept off soft verges, and the truck is positioned so the street stays passable while the property is emptied.
Following the statute does. The Civil Code states that a landlord who releases property to the former tenant is not liable to any other person over it, and gives the same protection where the property is disposed of after the required written notice was served. The notice must describe the property, say where it may be claimed, and give a claim-by date at least 15 days after personal delivery or 18 days after mailing.
They are separated from it. Contents and bulky goods are this trade's work, while material generated by construction or demolition is construction and demolition debris, which a permitted project has its own diversion duty for. On a handover where both are present, the two are scoped, loaded and ticketed separately so the records do not run together and each stream can be shown to its own destination.
