A distribution building empties by the trailer, and part of the load may not travel with the rest. The Cordes Ranch plan area alone carries about 27.8 million square feet of industrial space at Mountain House Parkway and Interstate 205, and the city's employer list runs from Leprino Foods and Taylor Farms on North MacArthur Drive to McLane Food Service on Pescadero Avenue. Forklift batteries, propane cylinders and non-empty aerosol stock sit on CalRecycle's banned-from-trash list.
The oldest housing and the most rentals are in the same few blocks. The Housing Element puts the city's oldest housing downtown, with the most multifamily and rental units, and describes a concentration of the oldest stock south of the bowtie along Central Avenue. Civil Code section 1983 requires written notice of what was left and a claim-by date not less than 15 days after personal delivery, or 18 days after mailing. The owner serves it, and any sharps or human waste in a recovered unit are cleared first as biohazard cleanup. This is not legal advice.
Forty percent of Tracy's homes predate 1990, and that stock hands back banned material. The Housing Element counts 27,787 units, 40 percent of them built before 1990, with single-family homes about 84 percent of the total. Garages and sheds of that age hold latex and oil paint, pool chemicals, antifreeze and motor oil, and DTSC states plainly that it is illegal to dispose of household hazardous waste in the trash, down the drain or by abandonment, and that the household route does not cover waste generated while running a business.
The dairies in the Northeast Industrial Area are on their way to becoming industrial land. That area covers about 870 acres bounded by Interstate 205 and Pescadero Avenue, Paradise Road, the Union Pacific line and the Eastside Channel, and the city's drainage plan now assumes its existing dairies will convert. A dairy yard cleared for that change gives up tires, worn appliances, drums and chemical containers, and DTSC's business rules send the chemicals down a business route.
A semi-rural pocket with no storm drains keeps whatever is left on it. The unincorporated area along Larch Road at the north end of Tracy has no storm drain infrastructure, so rain collects in low spots, and a field there turned into a pond in January 2023. Penal Code section 374.3 reaches waste matter dumped on private property without the owner's consent and counts each day it remains as a separate violation.
Tracy's Housing Element counts 27,787 housing units, 40 percent of them built before 1990 and 28.2 percent between 2000 and 2009, against a city of only about 11,000 people as late as the 1960s. Two building booms mean two different clearances.
The run from the Modesto base is 30 road miles, with Interstate 205 crossing the northernmost part of the city and joining Interstate 580 to Interstate 5. What is recorded on a dock is what is recorded in a house.
The request names the Tracy address, the unit, suite or bay, the dock or street access and an estimate of the load. Same day or within 1 to 2 days, depending on urgency and availability. Morning or afternoon arrival windows, confirmed when the estimate is booked. From a single item to a full truckload, priced by volume in the written estimate.
The space is walked before anything moves. Has it been vacated and has the claim-by date on the notice passed? Is any of it lost property, or records? Is it a coach or a storage unit, where a different procedure applies? The manager confirms in writing before the first item is lifted.
Sorting is done where the material stands: general waste, scrap metal and appliances, mattresses, monitors, lamps and batteries, paint and chemicals, tires, and items held for claim.
Loads are covered before they move. Vehicle Code section 23114 requires a vehicle built so nothing drops, leaks, blows or spills onto the interstate.
The truck leaves by Interstate 205 or the Tracy Boulevard route for a permitted facility, and the gate's weight ticket is filed against the Tracy address. On a warehouse job the tickets stay one per trip, so an owner can see each trailer out rather than one figure at the close.
Appliances leave with a completed DTSC 1430 form; mattresses, monitors, lamps, batteries and tires each go to the site that takes them.
The file closes with before and after photographs, a ticket from every gate, the stream list with destinations and any tire manifest, ready to forward to an owner or a board unedited.
Tracy runs from an 1878 rail-town grid to 27 million square feet of planned industrial floor, and the load out of each end differs completely.
The city's first development sits just north of the rail crossing known as the bowtie, and its oldest housing is still here, with the most multifamily and rental units in the city. Turns in that stock are frequent, small and loaded from narrow streets.
The tracks cut off the blocks just south along Central Avenue, which hold lower-income housing and a concentration of the oldest stock in the city. Street flooding in the November 2015 storm was reported mostly in these older parts of town.
A semi-rural county area with no storm drain infrastructure, where rain collects in low spots and a church and a neighbouring home flooded in January 2023. Open ground here holds dumped loads that the landowner clears and has to evidence.
Land behind the Old River levees, the part of the city mapped in the 100-year floodplain. Contents cleared from a building out here are still separated by stream, and the appliances are counted before the bulk is touched.
About 870 acres bounded by Interstate 205, Pescadero Avenue, Paradise Road, the Union Pacific line and the Eastside Channel, with temporary retention basins as the interim drainage and existing dairies expected to become industrial. Both uses clear from the same block.
Leprino Foods, Taylor Farms, Restoration Hardware, XPO Logistics and Leggett and Platt on North MacArthur Drive, with McLane Food Service and YRC on Pescadero Avenue. A bay handed back here is racking, pallets and stock, loaded from the dock in covered trips.
About 1,780 acres at Mountain House Parkway and Interstate 205, planned for some 27.8 million square feet of industrial space with office and commercial alongside. Clearances at that scale are counted in trailers, each with its own weight ticket.
Huntington Park, Westgate, Alden Meadows, Sterling Park, San Marco, Redbridge, Pebblebrook, Glenbriar and the rest, substantially completed and with their drainage built. Garage and yard clearances here are furniture, sports gear and paint tins, the paint on its own route.
About 150 acres on the south side of Eleventh Street, with a joint-use detention basin inside the park that can overflow onto two soccer fields in larger storms. Park and verge clearances are lifted with a ticket rather than pushed to the basin edge.
About 416 acres in south Tracy, first approved in January 2013 and amended in 2021 to take in the 95-acre Avenues area, with 700 units built by the end of 2022. New stock still clears at a turn, and its appliances still leave as their own stream.
The southernmost growth area, planned for 7,265 homes with 1,952 built by the end of 2022, its runoff routed to on-site basins and then to a gravel pit across from the municipal airport. Long approaches here are planned into the booking before the truck sets out.
Rural homes and farms south and east of the city where the creek fans out past Chrisman Road, flooded in 1983, in February 2019 and again in January 2023. Farm yards here mix tires, old appliances and chemical containers into one pile, and each leaves separately.
In covered trips from the dock rather than room by room. Racking, pallets and left inventory move as bulk; forklift batteries, propane cylinders and any non-empty aerosol stock are pulled out first because a landfill will not take them. Vehicle Code section 23114 governs every load out, and each trailer returns a weight ticket, so the tenancy file shows what left the building trip by trip.
To a permitted facility, with the weight ticket from that gate brought back and filed under the Tracy address. Anything a landfill may not take is separated on site first: monitors, lamps and batteries as universal waste, paint and chemicals on their own route, mattresses and tires to the sites that handle each one. Every one of those produces a ticket of its own.
A repair permit follows the parcel, and the north end of Tracy includes county land where the County's building process applies rather than the City's. The clearance itself does not change: Penal Code section 374.3 reaches waste matter dumped on private property without the owner's consent on either side of that line, and the ticket from each gate is what shows where the load actually went.
Tires, worn appliances, drums, filters and chemical containers. All of those are on CalRecycle's banned-from-trash list, so they are pulled out before the general load is built, with the tires manifested. DTSC also states that household hazardous waste does not include waste generated while operating a business, so a dairy's own chemicals follow a business route rather than a household drop-off.
Yes, as its own stream. A refrigerator, freezer, air conditioner or water heater is a major appliance holding materials that must be taken out before it is processed for scrap, so it is counted at the walkthrough and travels with a completed DTSC 1430 form. It does not go into the general load, and it produces a separate record for the file.
Photographs of each area before and after, a disposal or weight ticket from every facility used, the stream list showing item types against destinations, a manifest where tires were hauled, the date the property was walked and the written confirmation to proceed. It is put together so it can be forwarded to an owner, a board or a lender without editing.
