Home remodel in Escalon, CA

Escalon's busiest building decade was the 1980s and its oldest blocks date from the 1890s townsite, so kitchens, baths, room additions and accessory dwelling units here start from two very different houses. Each is measured on site, classified, permitted by the assigned contractor and built in inspected stages.

Why home remodel work is needed in Escalon

The busiest decade in Escalon sits between the two dates that govern a remodel. Of 2,913 units, 729 went up in the 1980s, more than in any other decade, and those houses are past 1978 for paint but not clear of the flooring question: Cal/OSHA section 1529 treats asphalt and vinyl flooring installed no later than 1980 as asbestos-containing until shown otherwise. A house finished in 1979 or 1980 therefore answers one question and not the other, and the survey settles which it is before a demolition date is set.

The permit is not handed over the counter, so the programme allows for the wait. The City's Development and Community Services Department at 2060 McHenry Avenue issues building permits for residential construction, remodels, additions and safety improvements, the electrical, plumbing and heating work among them, and schedules the inspections, and its permit page states that permits are not issued over the counter: the applicant waits to be contacted when the permit is ready for collection. Most projects need three sets of plans and specifications, and re-roof and swimming pool permits use their own application forms.

The 1890s survey left blocks that are square, oblong, rectangular and in several cases triangular. Escalon's boundary lines run nearly north to south and east to west while its streets run diagonally, so a lot near the old townsite can meet the street at an angle on two sides at once. That decides where an addition or a detached unit can physically sit. State law fixes the minimum a jurisdiction must allow for an accessory dwelling unit at 800 square feet of interior livable space with four-foot side and rear yard setbacks, and the lot's geometry is measured against that first.

The ground is generally easy here, with one exception the City maps. The area's Honcut, Veritas, Delhi, Manteca and Tinnin soils are described as having no major limitation for normal building activities, but the General Plan puts areas of expansive soils in the northern portion of the City. The City also notes that older buildings, particularly unreinforced masonry, could collapse in shaking, and that it has no requirement to retrofit them, so structural work of that kind is structural and safety work with its own scope rather than part of a remodel.

About six hundred Escalon homes predate 1970, and they carry the full lead rules. Census counts give 164 units built in 1939 or earlier, 75 in the 1940s, 190 in the 1950s and 164 in the 1960s. The City describes most of its stock as in good condition, with some older homes needing minor rehabilitation and one red-tagged house in the north-west needing demolition and replacement. On any of the older houses, work that disturbs painted surfaces falls under the renovation rule unless the components test free of lead.

Escalon fact

Escalon counts 2,913 housing units, 729 of them built in the 1980s and 619 in the 1990s, with 71.4 percent owner-occupied. A town of owner-occupiers on tract lots is a town of garages, and a garage is where most accessory dwelling unit questions start.

Home remodel, as delivered in Escalon

Escalon is 12 road miles from the Modesto base, north on McHenry Avenue across the Stanislaus River. The measured survey, the classification, the permit record and the stage photographs stay together as one file.

1
Request and site visit

The request names the address and the rooms changing, and the contractor assigned to it measures them, reads the build year against 1978 for paint and 1980 for flooring, and records how the lot meets its streets. Site visit scheduled at a time that suits you. Start date set in the written estimate.

2
Scope and classification

Repair, alteration or addition is settled before drawings, because that decides the permit and the inspections. Any wall carrying load, any system being extended rather than replaced, and any masonry that belongs in a separate structural scope are written in here.

3
Drawings and energy documents

Three sets of plans are prepared where the City asks for them, with a certificate of compliance attached wherever the envelope, heating and cooling or water heating changes.

4
Permit

City of Escalon, 2060 McHenry Avenue, which contacts the applicant when the permit is ready rather than issuing it at the counter.

5
Written estimate and contract

The estimate is written item by item and marked fixed or subject to change on findings, then signed as a home improvement contract before work starts. The down payment is capped at one thousand dollars or a tenth of the amount, whichever is less, and change orders are in writing and signed before that work begins.

6
Build in inspected stages

Containment in pre-1978 rooms, asbestos settled before demolition, debris to a permitted facility, and inspections booked before cover.

7
Final and handover

Alarms to code, over-rate fixtures replaced, the final inspection signed, and the permit card, energy documents, manuals and photographs handed to the owner.

Where home remodel work is needed in Escalon

Escalon is a low-rise town of one and two storeys, cut diagonally by the railroad and split east to west by the state highway.

Downtown Main Street and the 1890s townsite

Main Street from the highway to 5th Street is the town's geographic centre and its historic services core, on diagonal streets that leave square, oblong and triangular blocks. Houses on a triangular block have two street frontages and a short rear boundary, which sets what can be added at the back.

Vine Avenue and Main Street

The Reed Manor blocks, whose storm drainage the City's capital plan described as never completed, with undersized temporary pumps and a fix aimed at flooding at Vine and Main. An addition on ground that ponds has its floor level and its drainage designed together.

Countrywood

Named by the City as the storm system that a planned Vine Avenue line would connect into. Subdivisions of that generation are past the lead date, so their remodels turn on the fixtures, the energy documents and what the garage is used for.

Jordanolo Street

A street whose six-inch steel water line, laid in 1973 behind the sidewalk and along common lot lines, had several leaks, with a plan to abandon the pipe crossing private lots. A supply line running through a rear garden is found at the survey, not when a footing is dug.

The State Route 120 corridor

The town's only state highway, carrying about 15,600 vehicles a day at Main and Kern Streets, with visitor-serving commercial steered along it. Houses set back from a corridor at those volumes often want glazing and ventilation reworked as part of a remodel.

McHenry Avenue south and the industrial area

Heavy industry is confined south of Clough Avenue and along McHenry Avenue, with food processors on the City's separate industrial sewer. Nothing there is a dwelling, and hauling from a house remodel is construction debris rather than part of the build.

The treatment plant and the river edge

The domestic and industrial ponds sit near McHenry Avenue immediately north of the Stanislaus River, in the southernmost part of the city. Where an address sits near mapped flood ground, the City settles that position before an addition's floor level is drawn.

Liberty Business Park

A specific plan area of about 178 acres at Brennan Avenue and the highway, beside the railway, marketed for logistics, manufacturing, food processing and flex industrial. A fit-out inside one of those buildings is commercial construction and tenant improvements.

Brennan Avenue, Shadowood Park and Murphy Ranch

Eighteen acres at the south-east corner of the highway and Brennan Avenue proposed for 72 single-family lots, on Veritas, Honcut and Delhi soils with low shrink-swell potential, with one house on the site dating from 1957. New lots and a 1950s house sit side by side here.

Irwin Avenue and California Street

Western Escalon about three quarters of a mile from downtown, with an active rail line along the northern boundary of the sites there and multi-family projects under City review. Houses and duplexes are this trade; anything larger is facilities maintenance.

Almond Grove, south-east Escalon

A mobile home park licensed for 106 spaces, run as a community for residents aged 55 and over. A coach is not a dwelling under the Residential Code, so the work around a park of this kind is on the site-built houses and accessory buildings nearby.

Escalon Avenue north

The northern end of the city, where the General Plan maps areas of expansive soils and the City scheduled new pavement and sidewalk reconstruction. Expansive ground under a new footing behaves differently from the slab the house already sits on, which is why the rating is taken first.

Questions from Escalon property owners and managers

Not over the counter. The City's Development and Community Services Department at 2060 McHenry Avenue accepts applications in the office, by mail, fax or email, and the applicant waits to be contacted when the permit is ready for collection. Most projects need three sets of plans and specifications, and re-roof and swimming pool permits use their own application forms. The contractor assigned to the request files it and books the inspections.
