Salida is unincorporated, so every rebuild permit here is a County permit. The Stanislaus County Building Permits Division on 10th Street in Modesto lists rebuilding and remodeling among the work that needs one, and its floodplain management page adds a step for anything inside a Special Flood Hazard Area: officials check whether the repair would be a substantial improvement, meaning its cost tops half the value of the original structure, and a Flood Development Permit travels with the building permit application.
Most Salida housing is too new for the presumption dates, and the exception is a small, known tail. The median home here dates from 1993 and 2,174 of the 4,337 units went up in the 1990s alone, against 15 from 1939 or earlier, 105 from the 1940s, 60 from the 1950s, 121 from the 1960s and 302 from the 1970s. In that tail, Cal/OSHA section 1529 treats flooring installed no later than 1980 as asbestos-containing until testing says otherwise.
Nearly all of Salida is houses, which puts most rebuilds under the home improvement contract rules. Of 4,337 units, 4,110 are single-family detached, 148 single-family attached, 63 in buildings of two or more units and 16 mobile homes. Business and Professions Code 7159.5 caps the down payment on that work at one thousand dollars or ten percent of the contract amount, whichever is less, and bars any later payment beyond the value of work performed or material delivered.
Rain gets into the Salida sewers, and the same interiors come back. Plant inflow rises with rain from December through March and sometimes into May, and the largest recent peak day was 1.88 million gallons on 25 October 2021, tied to very heavy rainfall in the area. The lines in old town are also prone to grease build-up that blocks the system. A rebuild written after the second wetting still has to leave the building no less complying than it was.
The industrial half of the Community Plan is where a loss stops being a room and becomes a span. The 2007 plan covers about 4,600 acres, with 1,259 acres designated Planned Industrial, 490 Business Park and 280 Commercial, most of the industrial land in the northeast of the Amendment Area. Where fire or wind damage to gravity load-carrying components reaches the substantial line, those members and the undamaged ones loaded by them are retrofitted to current design loads.
The nearest gauge is across the Stanislaus at Ripon, action stage 55 feet. Its record peak of 63.25 feet came on 24 December 1955 and January 2023 stopped at 50.43. A rebuild inside a flood hazard area meets the half-value test.
Seven road miles northwest of the Modesto base, up Highway 99 to the Kiernan or Hammett interchange. The record is the same on every job: measured scope, line items, permit card, inspection dates and photographs of each stage.
The water, fire or storm crew's records close under the same reference, and the rebuild is measured against them on a site visit with the assigned contractor. Site visit scheduled at a time that suits you. Start date set in the written estimate. Whether the address is in a flood hazard area is settled at that visit.
The measured scope lists what was removed and what remains. Salida's median home dates from 1993, so most addresses clear the presumption dates, but the older tail on Broadway and in old town is checked against 1978 and 1980 before anything is opened.
The estimate reaches the owner and the adjuster as line items, and code-upgrade items are set out separately, because the policy rather than the scope decides them.
Salida is unincorporated, so the assigned contractor pulls the permit from the County Building Permits Division on 10th Street in Modesto.
Framing goes up, and rough electrical, plumbing and mechanical follow, each to its own code and each inspected before cover. On the Planned Industrial buildings east of Sisk Road roof work brings fall protection with it, and tailgate meetings run at least every ten working days.
Board, texture, paint, flooring and doors return, and the strip-out is hauled to a permitted facility.
Final inspection closes the permit card, and stage photographs, invoices and closing line items complete the loss file the carrier reads for the balance of replacement cost.
Salida is the county's largest unincorporated community, and its twelve parts range from 1990s tracts to planned industrial land.
The County treats Broadway as the commercial core, inside the former Redevelopment Area covered by the 1991 design guidelines. A records search found three historic buildings in the town, and age decides what is checked before a wall is opened.
The fire district's only staffed station stands at 4820 Salida Boulevard, shared with the Sheriff's Office, and the Kiernan interchange rebuild included local road work here. A public building is rebuilt on the same measured scope as any other.
Highway 99 carries about 137,000 vehicles a day at the junction and Kiernan Avenue 27,500 east of it. Frontage buildings here are commercial, which makes them facilities under the federal asbestos rules whatever their age.
Regional commercial east of Highway 99, highway commercial west of it and two business park areas beside the interchange, with 134,000 vehicles a day on the back leg. A suite rebuilt to the plan it had is a repair.
The Sanitary District's plant at 6200 Pirrone Road sits between the Stanislaus River and an MID canal, with nine rapid infiltration basins around its northern and eastern perimeter. Ground this close to the river raises the flood hazard question first.
About 244 acres along the river are designated for a regional park, on land inside habitat and flood easements controlled by the Army Corps of Engineers. Structures in that band are checked against the flood provisions before a scope is written.
Joseph Gregori High School at 5518 Stoddard Road and the Salida Union School District office at 4801 Sisk Road stand here, with two former industrial sites on Stoddard. Sisk Road is planned to widen to a 110-foot right-of-way.
Flory Industries at 4737 Toomes Road, Vella Middle School at 5041 Toomes and BMC West Lumber at 4237 Murphy Road. Buildings of that kind are notified before regulated asbestos is stripped from them.
Planned Industrial land east of Sisk Road, following the 2003 North Gateway master development plan between Ladd Road, Dale Road, the Pelandale Expressway and Sisk. Long roof spans damaged by fire or wind bring the gravity-load criteria into the scope.
The station at 5551 Ciccarelli Road is rated in excellent condition and stands unstaffed, and the one at 1330 Ladd Road is rated poor and houses a private business. A rebuild at either follows the same County route.
The Sanitary District covers about 1,485 acres with 4,038 residential and 238 commercial connections, and 2,174 of Salida's 4,337 homes date from the 1990s. Stock that new clears both presumption dates.
Parts of the fire district south of Kiernan sit inside the City of Modesto's Sphere of Influence, and two areas were annexed to the City without leaving that district. Which office issues the permit is confirmed for the address before drawings start.
Stanislaus County, through the Building Permits Division at 1010 10th Street in Modesto, because Salida is unincorporated. The County lists rebuilding and remodeling among the work that needs a permit, and its interactive guide sets out which project types can be filed through the Accela portal. The contractor the request is handed to pulls it, since the permit and the contract sit with that contractor.
For an address inside a Special Flood Hazard Area, County officials check whether a repair or improvement would be a substantial improvement, which the County describes as one whose cost tops half the value of the original structure, and a Flood Development Permit normally travels with the building permit application. That check is made before the scope is finalised, because it decides how far the rebuild has to go.
It shortens the front of it. A house finished in the 1990s is clear of both the pre-1978 paint rules and the 1980 asbestos presumption, so the scope moves straight to framing, board, services and finishes. The older tail is small and known: 15 units from 1939 or earlier, 105 from the 1940s, 60 from the 1950s, 121 from the 1960s and 302 from the 1970s.
It affects when the scope is written rather than what is in it. Plant inflow climbs with rain from December through March and sometimes into May, and the biggest recent peak day was 1.88 million gallons on 25 October 2021. Where a second wetting arrives before the first drying has closed, the readings carry forward and the rebuild is measured once, at the end.
That one is settled address by address rather than on a rule. LAFCO records that parts of the fire district south of Kiernan lie within the City of Modesto's Sphere of Influence and that two areas were annexed to the City without detaching from the district, but it does not say which parcels they are. The jurisdiction is confirmed for the property before the drawings are prepared.
Where the damage stays below substantial structural damage, the damaged elements may be restored to their predamage condition, and across the whole repair the work may not leave the building less complying than it was beforehand. Substantial structural damage has three triggers and any one of them is enough, one example being a story whose lateral load-carrying capacity has dropped by more than 33 percent. The engineer and the building department decide whether an evaluation is needed.
