Atwater has a tornado on record. Merced County's hazard plan logs an F0 across the city, Merced and the Merced airport on 28 March 2006 that damaged property, and funnel clouds above Atwater in April 2006 and again in April 2012. The National Weather Service warns of wind through its Wind Advisory, High Wind Watch and High Wind Warning, each set on local criteria. Spring wind that strips shingles or siding leaves the building open to the next shower.
Atwater's shopping is gathered in a few big centers, and a lifted edge on a large retail roof sends rain into tenant ceilings. Applegate Ranch, the power center by Route 99, covers about 470,000 square feet, and older supermarket-anchored centers such as Atwater Plaza and Five Corners Crossings line Bellevue Road. Where such a roof is low-slope, wind that gets under a loose perimeter edge peels the membrane back, rooftop units and signs can tear the roof they sit on, and rain then falls straight into tenant ceilings. A tarp there is weighted or fastened down against the next gust.
Atwater grew around Castle Air Force Base from 1941, and most of its houses have now passed 40 years. Fluhr went up north-east of town for military households, and subdivisions followed in the 1950s and 1960s, chiefly on the north-west side. Of 10,309 occupied homes, the Housing Element counts 6,234 past 40 years old and 2,531 from the 1970s alone. When a limb or gust opens one of those roofs, the tarp goes on first and the framing is checked from inside.
Atwater has many small multi-unit buildings and mobile homes, so one storm can touch many households at once. The General Plan report counts 1,594 homes in buildings of two to four units, 583 in larger buildings and 707 mobile homes, and about 46% of households rent. Renter units are concentrated in Sierra Vista and Castle Gardens. In a fourplex or a park, the make-safe keeps residents out of the hazard zone and the board-up record lists every unit touched.
Merced County sat inside the 2023 federal disaster declaration, and Atwater's rain arrives in a short season. FEMA declared major disaster 4683 on 14 January 2023 for severe winter storms from 27 December 2022, and Cal OES lists Merced County for individual assistance. The City's water plan, using Merced records, puts 2.46 inches in January, 2.17 in February and 1.96 in March. The CDI claims guide expects temporary repairs to prevent further damage.
In 2023 Atwater counted 707 mobile homes, 6.8% of its 10,468 units, and the Housing Element places its mobile home park areas in Fluhr and Castle Gardens. A limb through a manufactured home's roof lets rain straight into the rooms, so that opening is covered first.
From the Modesto base the crew covers 32 road miles on SR 99, which passes along the south side of Atwater near downtown. One make-safe log follows the job: hazard zone, utility call, boards, tarp, photos.
SR 99 brings the crew south from Modesto to the Applegate Road, Atwater Boulevard or Shaffer Road exit, and arrival falls within 120 to 140 minutes, day or night. During the tule fog months and the harvest truck season, count on the late end. Propertyvendr gives a time when it acknowledges the request.
Nobody is allowed under a hanging limb or near a line in contact with a tree or roof, and a cracked trunk is treated as live, because a trunk under tension can move when cut. The utility is called before anything near a line is touched.
Before debris moves, damage to the building and belongings is recorded on photo and video inside and out, and every call to the insurer is logged.
Yard tree or street tree, it comes off the roof under a qualified tree worker (Title 8 section 3421).
Low-slope retail roofs are tarped and fastened or weighted against the next gust, and house roofs are tarped with fall protection over 6 feet (Title 8 section 1731). Broken storefronts, windows and doors are closed with plywood.
Rain-soaked ceilings, insulation or floors go to water damage restoration in Atwater.
The permanent repair is scoped for the adjuster and permitted by the City of Atwater Building Division, 1350 Broadway, with 24 hours' notice for inspections.
Storm exposure in Atwater follows its growth: Castle-era neighbourhoods, a downtown of small lots, newer tracts, big retail and industry south of SR 99.
The historical core, with early 20th-century single-story houses on small lots and the census tract holding the largest share of pre-1960 homes. A limb on one of those older roofs is lifted off before the opening is tarped.
Mostly single-family zoning between Bellevue Road and Juniper Avenue, with older housing and, with downtown, the city's densest population. Many close neighbours mean a loose panel or fallen limb often reaches more than one lot.
Some of Atwater's oldest single-family houses, newer infill and one of its most affordable rental areas, with medium and high density near Highway 99. A storm-damaged rental is photographed room by room for the owner and the tenant.
Built from 1941 for Castle Air Force Base families, mixing post-war houses with industrial areas and, with Castle Gardens, the city's mobile home park areas. Light manufactured roofs and older post-war roofs are covered first after a limb strike.
Developed near the base for military families, now a mix of single-family and multi-family housing with concentrated renter units. In a duplex or fourplex, each unit is boarded, tarped and recorded as its own line on the log.
Low-density residential and commercial zoning, with some of the newer development in East Buhach and one of the lowest renter shares. On newer tract lots, fences, gutters and fascia take the first damage in strong wind.
Business parks and single-family planned developments south of Highway 99 and Atwater Boulevard, where newer building is concentrated. Business park roofs lose flashing and edge metal in wind, and the houses beside them lose fencing.
A mostly residential corner of the city below Bellevue Road and east of Buhach Road. After wind opens a roof here, the tarp goes on first and any rain already inside passes to drying.
Applegate Ranch, a power center of about 470,000 square feet, and the Atwater Gateway Center beside it, with 17,551 vehicles a day on Applegate Road. Big retail roofs and storefront glass are what a storm reaches first here.
Older supermarket-anchored centers, Atwater Town Center and the Atwater Shopping Center among them, on a road carrying 16,952 vehicles a day. A broken storefront here is boarded the same night, as security as much as weather cover.
About 1.17 million square feet of industrial space, clustered south of the freeway and between the Union Pacific line and Highway 99. On wide roofs a lifted edge lets rain across a large floor, so it is covered before work resumes.
The former base of 2,777 acres with an 11,802-foot runway, next to Atwater's north-east boundary, where the Castle Family Health Center occupies the old base hospital. A building damaged there is made safe the same way, outside city limits.
Staff are moved away from the damaged section, and the ceiling and stock below are photographed before anything moves. On a low-slope roof the tarp is fastened or weighted so the next gust cannot lift it, and any rain already on the floor goes to water damage restoration. Where suites share a roof, each tenant's space is recorded on its own, and the permanent roof repair is scoped separately as commercial roof repair.
Yes. Residents are kept out of the hazard zone, the limb comes off under a qualified tree worker, and each unit the limb, wind or rain reached is photographed and logged separately, with the roof tarped and any broken windows boarded. Castle Gardens has one of Atwater's larger concentrations of rental units, and a separate record for each unit lets the owner, the tenants and the adjuster see exactly what happened where.
The area around the home is made safe, any limb on it is lifted off, and the opening is covered before more rain gets in. The Housing Element places Atwater's mobile home park areas in Fluhr and Castle Gardens, and the city counted 707 mobile homes in 2023. Everything is photographed and filmed before it is moved, and rooms the rain reached go to water damage restoration.
The City of Atwater Building Division, part of Community Development at City Hall, 1350 Broadway, which runs plan reviews and field inspections. Inspections need 24 hours' notice, requested by 4:00 PM for next-day service, and the permit counter is open Monday to Friday, 8:00 AM to 4:00 PM, closed from noon to 1:00 PM. The tarp and plywood hold the building until the permanent repair has its permit.
The California Department of Insurance residential claims guide asks policyholders to make temporary repairs, naming plywood and plastic sheeting, to prevent further damage, and warns that a policy may not cover ensuing damage when reasonable steps were not taken. What is paid is between the owner and the insurer. The guide also asks for a log of every call and letter, which the make-safe record keeps alongside the photos.
They are separate services. Storm damage repair in Atwater makes the building safe and closed and records it for the adjuster: hazard zone, limbs off the roof, tarps and plywood. Hauling cut limbs, broken glass and torn roofing away afterwards is storm and fire debris removal, requested on its own page.
