Why contents pack-out is needed in Stockton

In a Stockton complex, one loss reaches several households, and each household's belongings need their own list. The largest building decade in the city was 1970 to 1979, 18.9% of today's occupied stock and mostly multifamily, in the Lincoln West Planned Community as duplex and condominium complexes. Under Insurance Code section 2071, the insured has to separate damaged from undamaged personal property and furnish a complete inventory, so the list is kept per unit and under its own name. Which policy pays for which items is for the adjusters.

Drying equipment and controlled demolition need empty rooms, and most Stockton houses are old enough to need both. Roughly two thirds of the city's homes were built more than 30 years ago, 8.1% of occupied units in 1939 or earlier, and Midtown runs from one-story bungalows to two-story houses near University of the Pacific. Furniture left standing on wet carpet keeps wicking. EPA Table 1 notes that an upholstered piece may be difficult to dry completely within 48 hours, which is why the room is cleared before the equipment goes in.

Office suites empty out before they can be dried or rebuilt, and paper is the part that will not wait. The A.G. Spanos Business Park covers about 200 acres where I-5 meets Eight Mile Road, and downtown holds low-intensity commercial on Fremont Street and the old auto row on Miner Avenue. Desks, screens and filing cabinets are listed by room so the floor can come up. FEMA asks for photographs of the insides of closets and cabinets, serial numbers of large appliances and samples of damaged carpet and upholstery, before anything is discarded.

When a shared roof or wall carries water or smoke into the next suite, the stock and the fixtures go out with it. Weberstown Mall opened in 1966 with 800,000 square feet, Sherwood Mall added 511,242 in 1979, the Miracle Mile carries more than 150 businesses on Pacific Avenue, and Hammer Lane is lined with strip and big-box centers. Shelving, display units and saleable stock are photographed where they stand, then boxed by suite. What a commercial policy pays for that stock is a question for the adjuster, and the inventory is what the answer is built on.

Under the Port's roofs the palletised freight is the tenant's own logistics, and pack-out covers what the building holds around it. The Port of Stockton runs 2,000 acres with more than 7.7 million square feet of covered warehouses, and the Industrial Annex groups large buildings around Arch Airport Road. Office areas, break rooms, records and whatever else the owner or tenant asks for are inventoried and moved, while racked stock stays with the operator unless the scope says otherwise. Cleaning then follows IICRC S500, whose scope names contents evaluation, restoration and remediation.

Stockton fact

The 2023-2031 Housing Element puts 28.1% of Stockton's occupied homes in the years 1980 to 1999, most of them in Brookside and Country Club. Drying a house that size can mean every room is inventoried and cleared, not just the one the water reached.

Contents pack-out, as delivered in Stockton

Stockton is 33 road miles from the Modesto base on Highway 99, with I-5 serving the west side. Whatever the building, the list written in the first hour is the list the contents come back against.

1
On site in 90 to 120 minutes, 24 hours a day

Exits fit the address: Eight Mile Road or March Lane off I-5 for Spanos Park, Brookside and Country Club, Charter Way or Airport Way for South Stockton and the Industrial Annex. December and January fog pushes arrival toward the far end of the window, and access and parking for the truck are agreed on the call.

2
Walk-through with the adjuster

The adjuster and the owner walk the building with the crew, and what moves, what is cleaned where it stands and what is held is agreed before a box is opened. FEMA advises consulting the adjuster before signing any cleaning, remediation or maintenance agreement. Damaged and undamaged property are separated.

3
Inventory before anything moves

Every room is photographed and filmed, closets and cabinets included, with brand, model and serial numbers recorded and material samples kept. Nothing is discarded until the adjuster says so.

4
Pack, label and move

Boxes are labelled by room against the inventory, taken down the shared stairs of Stockton's older complexes, and moved to secure storage.

5
Clean and restore

Cleaning follows the loss: S700 for fire residue and odor, the S500 contents component after water, S520 contents remediation after mold. EPA Table 1 governs books and papers, upholstery and drapes. Items that cannot be restored are held and listed for the adjuster rather than thrown out.

6
Store

Contents stay in secure storage while the building is restored, and the storage and relocation costs are documented.

7
Return and sign off

After the rebuild the boxes go back room by room against the inventory. The contractor's photos, reports, scope and invoice are shared into your client area and kept there.

Where contents pack-out is needed in Stockton

Stockton's areas differ in what the contents are and how far they have to travel to reach the street.

Downtown

Grand historic buildings on Weber Avenue, Fremont Street warehouses, the old Miner Avenue auto row and small houses on small lots. Upper floors and narrow stairs decide how a load leaves, so the route out is walked before packing starts.

Midtown and the Miracle Mile

One-story bungalows, two-story houses near University of the Pacific and the Magnolia Historic Preservation District, with more than 150 businesses on Pacific Avenue. Household goods and shop stock leave the same block in different loads, each on its own inventory.

Country Club and Smith Canal

Mid-century single-story and ranch-style houses around a large public parcel off I-5, with the Stockton Golf and Country Club at the edge. Single-level homes empty through one door, which makes the packing order the thing to get right.

Brookside

A golf-course community begun in the late 1980s, with gated satellite developments and cul-de-sacs around private lakes. Gate codes and lake-side turning circles set where the truck can stand, and the HOA manager is told before a crew arrives.

Pacific Avenue, Lincoln Village, Weberstown and Sherwood

Weberstown Mall, 800,000 square feet since 1966, and the 511,242-square-foot Sherwood Mall sit beside Lincoln Village's small mid-century houses. Store fixtures and stock are inventoried by suite; the houses are inventoried by room.

Upper Hammer Lane and Thornton Road

Compact vintage and mid-century houses between Hammer Lane and White Slough, strip and big-box centers on Hammer Lane, and unincorporated pockets on Thornton Road without sidewalks. On a street with no sidewalk the load crosses open ground to the truck.

Morada and Holman

Very low-density housing, older east of Highway 99 and newer master-planned tracts west of it outside the city limit, with an auto mall west of Holman Road. Showroom stock is listed apart from the building's own contents.

Spanos Park, Trinity and Eight Mile/Bear Creek

Large recent homes on cul-de-sacs off Thornton Road, Davis Road and Whistle Way, and the A.G. Spanos Business Park, about 200 acres at I-5 and Eight Mile Road. Office suites there pack files, screens and furniture as one list.

Weston Ranch and Van Buskirk

Two newer cul-de-sac communities between Highway 4, I-5 and the San Joaquin River, split by French Camp and Walker sloughs. Weston Ranch has one main access road, Carolyn Weston Boulevard, so loads in and out are timed around it.

South Stockton and Boggs Tract

Grid neighborhoods of mixed eras around Airport Way, Charter Way and the County Fairgrounds, most units over 50 years old, with mostly unincorporated Boggs Tract beside port industry and rail. Packing starts in the rooms the drying equipment needs first.

East Stockton and Mormon Slough

A mostly unincorporated gateway along Wilson Way, the old Highway 50, and Waterloo Road, where auto-oriented commercial and industrial parcels stand beside small single-story mid-century homes. Shop stock and household goods are packed and listed apart.

Port, Airport Way and Arch Road industrial areas

Two thousand acres of Port real estate with 50 miles of track and more than two miles of dockage, and large industrial buildings around Arch Airport Road. Office areas and records come out; racked freight stays with the operator.

Questions from Stockton property owners and managers

It depends on what the water touched and what the drying needs. Contents left on wet carpet keep drawing water up, and rooms have to be clear before flooring and wall bases come out. Slough and street water is Category 3 under IICRC S500, and EPA Table 1 covers clean water only, so porous items soaked by it are handled under the water damage scope rather than cleaned and returned by default. The walk-through settles which items move and which are held.
