Thirteen percent of the city's 13,313 homes stand in multifamily buildings, and that stock generates the steady order. Twenty-six percent of all units went up between 1960 and 1979, a generation of hollow-core doors, sliding windows and exterior stair sets. Civil Code 1941.1 makes a dwelling untenantable where it substantially lacks unbroken windows and doors, or floors, stairways and railings maintained in good repair. On a two-storey walk-up, that is a list of ordinary items with a legal edge to it, and staying ahead of them on a schedule is preventive maintenance.
Ceres code enforcement has tagged residential structures, and a tag changes the arithmetic of a repair. The conditions the City records run from broken doors and windows to sanitation issues, fire damage and illegal utility connections. Once a housing enforcement officer serves written notice, Civil Code 1942.4 gives thirty-five days beyond service for the conditions to be abated before the owner may not demand or collect rent. The order is therefore dated from the notice, not from the estimate.
One corridor carries most of the attached housing, and its buildings come with boards. About 450 acres along Mitchell Road between Highway 99 and the Tuolumne have been planned since 1995 for five to twenty-five units an acre, mobile homes and condominium-group dwellings. Where the owner is an association, Civil Code 4775 holds it responsible for the common area unless the declaration says otherwise and starts a fourteen-day clock on an interrupted common-area utility.
Downtown the buildings are single-storey and built to the pavement, and the services behind them are old. The southern blocks of Fourth Street hold mostly one-storey commercial, among them the IOOF building at Fourth and Lawrence, with overhead TID lines along the street and a drainage system the City describes as having undersized connecting pipes, dry wells not working efficiently and rusting pipes. No habitability section reaches a shop suite, so the tenant's own document allocates the storefront door, the closer and the ceiling after a leak.
Two percent of the housing predates 1939 and another eleven percent was built in the 1940s and 1950s. The 1870 Daniel Whitmore Home, the Whitmore Mansion and the turn-of-century houses on Fifth Street sit at that end of the stock, under the heaviest street trees in the city. A job that disturbs painted trim there is held inside the minor maintenance limits, six square feet inside and twenty outside, or it is run as a renovation.
Of the 13,313 housing units in Ceres, 79 percent are single-family detached, 13 percent are multifamily and 467 are mobile homes. The split decides which duties apply: the dwelling sections reach the first two, and the alarm sections do not reach manufactured homes at all.
Four road miles south of the Modesto base, off Highway 99 at Whitmore Avenue or Mitchell Road. Each order ends the same way: the notice date, photographs on both sides of the work, and the item named with what replaced it.
The request names the property, the unit or common area and the item, whether that is a walk-up off Mitchell Road, a Fourth Street shop or a board's parking-area lighting. The notice date is recorded because the Civil Code clocks run from it. Site visit scheduled at a time that suits you. Start date set in the written estimate.
Triage puts life safety first: alarms, entry deadbolts, stair and railing defects, a common-area utility that has stopped. Supply, wiring and heating repairs route to plumbing, electrical and HVAC, and framing found soft behind a wall goes to dry rot repair.
Entry to an occupied unit is arranged in writing, with the date, the approximate time and the purpose. Twenty-four hours is presumed reasonable and six days if mailed, during business hours.
Photographs bracket any repair a deduction will rest on, and the build year is checked against the 1978 line before painted surfaces are disturbed.
The repair is made to the code the building answers to, under the safe-practice rules the work needs. On a Fourth Street parapet or a Mitchell Ranch Center storefront, ladders are inspected for visible defects before use, non-conductive ladders are used where overhead lines or live equipment are close, and defective ladders are tagged out of service.
The City of Ceres Building Division at 2220 Magnolia Street signs off permitted work, and its permit lists cover commercial as well as residential jobs. Alarm manufacture dates and test results are written down at the same visit.
The completed order, with its photographs, is handed over in the same format every time and kept in the client area. Repeat rounds and statutory dates belong to preventive maintenance.
Twelve areas, from 1910 storefronts to 960 acres of new plan land, each producing a different kind of order.
Mostly single-storey commercial built to the sidewalk, with the IOOF building at Fourth and Lawrence. Doors, closers, glazing and suspended ceilings are the routine items, and the drainage under the street is old enough that a wet ceiling is checked before it is patched.
The 1870 Whitmore Home, the Whitmore Mansion and houses from around 1900, under the heaviest street trees in the city. Porch decks, steps and original sash are the work, and every painted surface here sits well before the 1978 line.
About 450 acres planned since 1995 for five to twenty-five units an acre, mobile homes and condominium groups. Shared stairs, walkway railings and common entry doors carry the load of several households, which is why they head the triage list.
A Walmart-anchored center proposed at 299,830 square feet on 26.4 acres at the south end of the city. Suite work here is storefront hardware, entry matting, restroom fittings and lot lighting, allocated by each tenant's own document.
960 acres bounded by Whitmore Avenue, Service Road, Ustick Road and the Union Pacific line, planned for residential, retail, office and industrial use. New buildings mean young components, so the orders are hardware, finishes and adjustment rather than replacement.
A 370-acre master-planned community whose 2004 plan set 4.5 to 12 units an acre. The attached end of that range brings shared walls, shared entries and the alarm and lock items that go with every change of tenancy.
About 94 acres south of Whitmore Avenue between Moore Road and La Rosa Elementary School, mostly residential. Single-family rentals here bring the owner's own duties: alarms tested and maintained, deadbolts that reach the strike, and window locks that still work.
A neighbourhood north of Whitmore Avenue and west of Mitchell Road that the City lists as disadvantaged and is improving with grant-funded sidewalk work. Deferred repairs show as patching, and a door that has been eased twice usually needs the frame squared instead.
Small residential areas along River Road below the bluffs at the northern boundary. Ground moisture rather than rain drives the items here: swollen door bottoms, damp crawl space framing and skirting that no longer sits against the wall.
Older neighbourhoods beside the freeway, including the blocks from Hackett Road and Don Pedro Court to Farris and Central avenues that the City ranks most in need of repair. This is where a code enforcement notice is most likely to set the schedule.
Homes and small commercial from Herndon Road to Richland Avenue between Nadine Avenue and River Road, also on the City's worst-condition list. Short spans and simple construction, with the failures at eaves, thresholds and exterior door frames.
Lazy Wheels, Ceres Mobile Estates and Ceres West, part of the 467 manufactured homes the City counts. The work is in the add-ons rather than the coach: awning posts, steps, decks and skirting framing, all of it close to the ground.
The request is taken with the property, the unit or area, the item and the access, and handed to a contractor on the Propertyvendr list who contracts directly with the owner or manager. Permitted work is signed off by the City of Ceres Building Division at 2220 Magnolia Street, whose permit lists cover commercial jobs as well as residential ones.
Thirty-five days beyond the date the notice was served, without good cause for the delay. After that, where the dwelling lacks the characteristics the Civil Code lists or is substandard under the Health and Safety Code, the landlord may not demand or collect rent, raise the rent or serve a three-day notice. Liability for those conditions runs from one hundred to five thousand dollars in special damages.
Two percent of the city's housing dates from 1939 or earlier and another eleven percent from the 1940s and 1950s, so the Fifth Street houses and the older blocks west of Highway 99 sit before the 1978 line. Six square feet or less of interior paint, or twenty outside, is minor repair and maintenance. Work in one room within thirty days counts as one job, and any window replacement is a renovation.
The declaration is read first, because it can allocate an item either way. Where it is silent, the association repairs, replaces and maintains the common area, and it repairs and replaces exclusive use common area that the owner is otherwise expected to maintain. If gas, heat, water or electrical service beginning in the common area has stopped, the board has fourteen days to begin the repair process.
A dwelling is untenantable without both in good working order, but that pair only applies to a lease entered into, amended or extended on or after January 1, 2026. It does not reach permanent supportive housing, single-room occupancy units, residential hotels or a unit with a shared kitchen. Where either appliance is recalled, the landlord repairs or replaces it within thirty days of receiving notice.
An operable dead bolt lock on each main swinging entry door, with a bolt extending at least thirteen-sixteenths of an inch past the strike edge. A bolt already fitted at half an inch or more complies, and a thumb-turn dead lock is replaced the first time the lock needs repair or replacement. Windows designed to be opened take operable locking devices, with the exceptions the section lists.
