Tracy's oldest housing, and most of its rentals, sit in and just south of downtown. The city's first development is downtown, just north of the rail crossing known as the bowtie, and it holds the oldest housing and the most multifamily and rental units, while forty percent of the city's homes were built before 1990. On a rented dwelling Civil Code 1941.1 makes it untenantable where it lacks weather protection, unbroken windows and doors, or floors, stairways and railings in good repair, and staying ahead of them between tenancies is preventive maintenance in Tracy.
A distribution floor answers to its lease and to the safe-practice rules, not the dwelling code. The Cordes Ranch plan area is designed for 27.8 million square feet of industrial space, and the Northeast Industrial Area runs to about 870 acres. The habitability sections reach buildings meant for occupation, so a suite's document allocates the dock door and the fittings, and powered dock plant is serviced under Title 8 section 3314, stopped and de-energized first, with roof access on the big buildings by fixed ladder.
The ground under most of Tracy shortens the life of what runs through it. The City's own building criteria say most of Tracy has expansive and corrosive soils, that ferrous underground piping must be protected from corrosion, that liquefaction has been noted, and that termite damage runs Very Heavy. Corrosive soil is behind many a slab leak, expansive soil cracks a slab and moves a door, and the pipe itself is plumbing system work while the building it damaged is the repair order.
The older blocks change how a paint-disturbing repair is run. The oldest stock south of the bowtie along Central Avenue, and the pre-1960 homes elsewhere, sit on the wrong side of the federal paint line, so a job that disturbs paint is measured first: the EPA's minor repair and maintenance limits stop at six square feet inside and twenty outside, and treat any window replacement as a renovation.
A make-ready runs to the deposit clock, and a north-end address can change which counter permits it. A turn in the rental stock meets Civil Code 1950.5: photographs once possession comes back, again when the deduction work is finished, and an itemised statement within twenty-one calendar days. Permits inside the city come from the Tracy Building Safety Division at 333 Civic Center Plaza, but the unincorporated pocket along Larch Road at the north end is a parcel-by-parcel question between the City and San Joaquin County.
Of the city's 27,787 homes, forty percent were built before 1990, and the City's building criteria rate most of Tracy for expansive and corrosive soils and Very Heavy termite damage. That mix decides which work orders are wear items and which are the conditions a repair has to correct.
Thirty road miles run from the Modesto base to Tracy, up Interstate 5 to Interstate 205 across the north end of the city. A downtown apartment and a MacArthur Drive dock are written up the same way: item, notice date, photographs, sign-off.
The request names the property, the unit or the area, the item and how the crew gets in, whether that is a downtown apartment, a Central Avenue rental or a suite in a distribution building. The date the report arrived is recorded first, because the Civil Code clocks run from notice rather than from the visit. Site visit scheduled at a time that suits you. Start date set in the written estimate.
Life-safety items are taken first: alarms, entry locks, stairs and railings. Supply, wiring and heating faults, and a corroded ferrous line in the slab, pass to plumbing, electrical and HVAC; standing water goes to water damage restoration in Tracy, and a soft walkway or balcony to the SB 721 and SB 326 route.
Entry to an occupied unit is arranged in writing with the date, the approximate time and the purpose, in business hours; twenty-four hours is presumed reasonable, six days if the notice is mailed.
Photographs are taken before any repair a deduction rests on, and the build year is checked against the 1978 line before paint is disturbed.
The repair is made to the code that applies, and on the corrosive soils ferrous piping is protected as the City's criteria require. Ladders are inspected for visible defects, dock levellers and other powered plant are locked out, and an attic or a closed suite falls under the indoor heat rule from eighty-two degrees on a Tracy summer day over a hundred.
After photographs are taken, an alarm's manufacture date and test result are recorded, and the Tracy Building Safety Division, or San Joaquin County for an unincorporated parcel, signs off a permitted job.
The completed work order, its photographs and the list of what was replaced reach the manager in the same file format every time. Repeat items belong to preventive maintenance.
What a Tracy portfolio reports depends on whether it stands in the older downtown core, a completed subdivision or a distribution park at the edge.
The city's first development north of the rail crossing, holding its oldest housing and most of its multifamily and rental units. Storefront doors, closers and the turns on the older apartments carry the order book, and a redevelopment plan calls for drainage upgrades here.
The blocks the tracks cut off, holding lower-income housing and a concentration of the oldest stock in the city. Habitability items and the conditions a code enforcement officer names arrive here first, and the older stock brings the lead check.
A semi-rural county area at the north end with no storm-drain infrastructure. A permitted repair here is a parcel-by-parcel question between the City and San Joaquin County, confirmed before the scope is written rather than after the job starts.
The FEMA Zone AE land behind Old River levees, with base flood elevations set on either side of the Sugar Cut. There is little managed housing here, so a larger repair mainly triggers a floodplain check on the parcel.
About 870 acres in the Eastside Channel watershed, where the plan assumes the existing dairies will become industrial. Dock doors, levellers, closers and high-bay lighting drive the order, and roof access on the big buildings is by fixed ladder.
The addresses of the city's large food and distribution employers. A plant or a distribution suite here answers to its lease, and its powered equipment is stopped, de-energized and locked out before it is serviced.
About 1,780 acres at Mountain House Parkway and I-205, planned for 27.8 million square feet of industrial space, with major distribution already built nearby. The built floor is where the dock and roof work orders come from, each duty set in the lease.
A run of substantially completed residential projects from Byron Road to Linne Road, their storm drainage built. The framing is newer, so the work order here is usually hardware, finishes and a door that has moved with the ground rather than a weather-protection condition.
A residential development of about 150 acres south of Eleventh Street, whose detention basin sits inside Tracy Community Park. Single-family homes here bring locks, doors and finishes, and the park brings its own facility work orders.
About 416 acres in south Tracy, with 700 units built by the end of 2022 and estate lots limited by the county airport land-use plan. Newer stock means the order is hardware, finishes and doors rather than the conditions of the older core.
The southernmost growth area, planned for 7,265 homes with 1,952 built by the end of 2022, parts of it in Seismic Zone 4. Recent single-family homes bring the ordinary hardware and finish work, with the newer framing behind them.
Rural homes and farms south and east of the city where the creek fans out, flooded in 1983, 2019 and 2023. A rural home here brings the ordinary repair list, with a floodplain and access check outside the city's storm system.
It depends on the parcel. Permits inside the city come from the Tracy Building Safety Division at 333 Civic Center Plaza, while an unincorporated parcel goes to San Joaquin County Community Development at 1810 East Hazelton Avenue in Stockton, which sets out the steps for a building permit in the unincorporated area. The Larch Road pocket is mixed, so the parcel is confirmed with the right counter before an application goes in.
It can. Corrosive soil attacks unprotected ferrous underground pipe, which is a common cause of a slab leak, and expansive soil swells and shrinks, which cracks a slab and moves a door until it stops latching. The pipe and the slab plumbing are system work and route to the plumbing, electrical and HVAC trade; the maintenance order is the building the leak or the movement damaged, protected as the City's criteria require on any replacement.
It can. The blocks south of the bowtie hold the oldest stock in the city, and homes from before 1960 sit on the wrong side of the 1978 line, so the build year is checked first. The federal rule treats a job of six square feet or less inside, or twenty outside, as minor repair and maintenance, counts jobs in one room within thirty days as one job, and treats any window replacement as a renovation.
The statute names no fixed number of days; the duty is to repair within a reasonable time after notice, so the first field on a work order is the date the report came in. Two markers appear in the code: an item still open on the thirtieth day after notice is presumed to have gone past a reasonable time, and where a housing enforcement officer serves a written notice, the owner has thirty-five days beyond service to abate the conditions named.
Since April 1, 2025 the landlord photographs the unit within a reasonable time after possession comes back, before any repair or cleaning a deduction will be made for, and again after that work is finished. For a tenancy beginning on or after July 1, 2025 there are also photographs at the start of the tenancy. They go out with the itemised statement, due no later than twenty-one calendar days after the tenant vacates.
Each main swinging entry door needs an operable dead bolt whose bolt extends at least thirteen-sixteenths of an inch past the strike edge. A bolt already fitted of half an inch or more complies, and a thumb-turn dead lock is replaced the first time that lock needs repair or replacement. Windows built to be opened take operable locking devices, and exterior doors to an apartment complex's common areas take code-compliant locks.
